COMMUNICATIONS/TELECOMMUNICATIONS SERVICES SUPERINTENDENT

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise the design, installation, maintenance and repair of all types of telecommunications and communications equipment. Work includes advising and assisting in the preparation of communications and telecommunications equipment specifications and operational procedures for these systems, as well as the selection, procurement, installation, testing and acceptance of the equipment. Responsibilities extend to the maintenance of standards for installation and repair work with regard to quality of materials, workmanship, and safety precautions exercised throughout the operation. Duties require technical knowledge and judgment in planning for maintenance, administration, staffing and budgeting of communications and telecommunications operations. Supervision is exercised over development, maintenance, and administrative personnel. Work is performed with considerable independence and performance is evaluated by a division administrator on the basis of results obtained.
ESSENTIAL FUNCTIONS:
- Supervises technical and professional employees involved in a wide variety of telecommunications and communications installation, engineering, maintenance, and repair tasks;
- Prepares preliminary and long-range plans, estimates, budgets, and staffing requirements;
- Reviews final plans, specifications, special conditions, agreements, and purchase documents;
- Provides coordination, inspection, and quality compliance of contractors and crews;
- Oversees testing and acceptance of new systems;
- Conducts research work to analyze technical data pertaining to extensive communications/telecommunications systems;
- Develops network solutions to data transmission requirements;
- Ensures Federal Communications Commission licensing requirements are met;
- Prepares budget and correspondence in relation to section operations;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- The principals, practices, and methods of telecommunications engineering, maintenance and system management.
- Electronic communications field including digital computer communications systems and support equipment.
- Principles, capabilities, and operation of telecommunications systems, including voice and data transmission over VHF/UHF radio and microwave/multiplex point-to-point service.
- Preventive maintenance procedures for communications equipment, computers and peripheral equipment.
- Federal, state and local regulations relative to installation and operation of communications/telecommunications systems.
- Principles and practices of personnel management and supervision.
- Principles and practices of budget preparation and management.
- Comprehend and make inferences from written material.
- Work cooperatively with others.
- Communicate orally in the English language with customers, clients, and the public using a telephone or in a one-to-one or group setting.
- Produce written documents in the English language with clearly organized thoughts with proper sentence construction, punctuation, and grammar.
- Review and checks the work product of others to ensure conformance to standards.
- Conduct traffic, network and toll analyses using statistical methods.
- Perform a broad range of supervisory responsibilities.
- Read, understand, and follow complex specifications, schematics, and instruction manuals.
- Remain on call and respond to work site in the event of a major computer aided dispatching or other system problem.
- Enter data or information into a terminal, PC, or other key board device.
- Anticipate failure modes and implement preventive or corrective measures.
- Prepare budgets, contracts, engineering service requests, and other information for continuous delivery of service.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Appointments to positions in the Police Department are subject to appropriate polygraph and background standards.
- Some positions may be required to possess a general class FCC radio-telephone operator's license or like certification.
- Some positions will require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in the design, installation and maintenance of communications or telecommunications systems and equipment including two years of supervisory experience and a bachelor's degree in business administration, electrical or telecommunications engineering, or computer science, or a related field. Other combinations of experience and education which meet the minimum requirements may be substituted.
