DISTINGUISHING FEATURES OF THE CLASS:
The fundamental reason this classification exists is to be responsible for the overall planning, scheduling, and supervision of employees engaged in the installation, maintenance, and repair of municipal radio, cable, and electronic systems and equipment. This includes responsibility for both the out-of-shop field work as well as the in-shop installations and bench repair. An employee in this classification operates with considerable independence under the general supervision of the telephone systems manager or other supervisor who evaluates work for adherence to rules and regulations and for results obtained.
ESSENTIAL FUNCTIONS:
- Supervises the installation, repair, and servicing of a large number of stationary and mobile radio receivers and transmitters, and alarm, telemetry, microwave, back-up power, antenna, and video systems;
- Ensures Federal Communications Commission requirements are met regarding licensing and technical performance of equipment;
- Directs and instructs employees regarding the more technical phases of installation, maintenance and repair;
- Inspects radio stations, microwave installations, alarm systems, and other electronic equipment;
- Confers with equipment users to insure that work performed is in accordance with request;
- Supervises the testing of equipment and makes recommendations for the design, construction, maintenance, installation, modification and repair of municipal transmitting and receiving apparatus;
- Prepares project status reports;
- Maintains records and files of work performed;
- Confers with users to recommend new equipment or modifications to existing equipment;
- Reviews work order requests and establishes priorities of assignments;
- Oversees and approves employee work schedules, leave and overtime requests, and performance evaluations;
- Ensures the maintenance of records of equipment and supplies required for projects;
- Plans, assigns, and evaluates the work of foremen, technicians and aides;
- Prepares budget requests, reports, and correspondence relating to the communications maintenance activities;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Current improvements and developments in communications systems and equipment.
- Principles and practices of personnel management and supervision.
- Principles and practices of budget preparation and administration.

- Design, repair, and maintenance of a variety of types of radio and other electronic, video, and sound equipment.
- Use of electronic tools and diagnostic test equipment.

- Interpret and apply provisions of the Federal Communications Commission.

Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individual must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in the installation and maintenance of radio and electronic communications systems as an F.C.C. licensed technician including one year in a supervisory capacity, supplemented by college level courses in radio and electronics theory and fundamentals of communications engineering. Other combinations of experience and education which meet the minimum requirements may be substituted.
