DEPUTY PUBLIC WORKS DIRECTOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to manage and direct a major division of the Public Works Department. Assignments are broad in scope and require the use of independent judgment and initiative in making technical decisions and policy recommendations of considerable difficulty. Incumbents in this class supervise professional, supervisory and technical staff, and consult and coordinate with other City officials or those from other jurisdictions. Deputy Public Works Directors are involved in planning for the future needs of the department, and for the needs of client departments. Some positions serve a consultive role for department management and oversee long-range planning and special projects within and across divisions, and serve as the department ombudsman. Incumbents in this class rotate between divisions while maintaining a high degree of proficiency in assigned program responsibilities. Work is performed under the general direction of the Public Works Director or Assistant Director and performance is evaluated on the basis of results achieved.
ESSENTIAL FUNCTIONS:
- Develops and implements programs, policies and procedures for assigned division and as a team member in broad program areas;
- Plans, organizes and directs the activities of staff involved in Administrative Services, Equipment Management, Facilities Management, and Solid Waste Management;
- Exercises general supervision over professional, supervisory and technical staff;
- Plans for existing and future equipment and facility needs;
- Establishes, manages, and monitors fiscal management controls;
- Analyzes costs and production data to increase the cost effectiveness of operations;
- Directs the preparation of operating and capital budget estimates and prepares cost estimates on a variety of projects;
- Reviews various operations and formulates proposals for contract services;
- Performs contract administration duties, including negotiating and recommending contract terms, evaluating performance, and ensuring compliance to warranty and contract agreements;
- Writes or directs the preparation of comprehensive management reports;
- Monitors legislation and develops policies and programs to ensure compliance with federal, state, county and local laws and regulations;
- Participates and leads various interdepartmental project groups, special projects and task forces;
- Researches and responds to questions or problems raised by City Council and City Manager staff, other City departments, outside agencies, and the public;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Federal, state, and local laws and regulations pertaining to City and Public Works Department operations.

- Evaluate technical information and statutes and arrive at valid recommendations based on the data.
- Communicate orally in the English language with customers, clients, and the public using a telephone or in a one-to-one or group setting.
- Work cooperatively with others.
- Produce technical and non-technical written documents in the English language with clearly-organized thoughts with proper sentence construction, punctuation, and grammar.
- Comprehend and make inferences from materials written in the English language.
- Provide leadership in implementing City and department policies and programs.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential or marginal functions.
- Some positions will require registration in the State of Arizona as a Professional Engineer by the end of the probationary period.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of responsible experience in public works operations or administration, including three years in a supervisory and administrative capacity, and a bachelor's degree in business or public administration or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
