CONTRACT COMPLIANCE SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise the contract development and compliance monitoring of such services as security, custodial, pest control, and specialized cleaning and to monitor related budgets. The incumbent assists in reviewing and approving contract clauses, specifications, and related documents prepared by Facility Contract Compliance Specialists, provides liaison between contractors and affected City personnel, and prepares budget requests for contractual services. Direct supervision is exercised over Facility Contract Compliance Specialists and Leads who review and report on the work of contractor personnel. General direction is received from the Deputy Public Works Director who evaluates work on the basis of results achieved.
ESSENTIAL FUNCTIONS:
- Assists in establishing standards for contractual performance and reviewing and approving contract cases, specifications, and related documents;
- Oversees performance of contractors who provide a variety of services;
- Prepares budgets and establishes fiscal controls;
- Monitors budget status of all approved budget projects;
- Plans, organizes, and directs the work of Facility Contract Compliance Specialists and Leads;
- Prepares operating procedures;
- Mediates disputes;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:

- Contract administration and purchasing procedures.
- Principles and practices of personnel management and supervision.
- Established contractual performance standards.
- Principles and practices of budget preparation and administration.
- OSHA standards.
- Interpret contracts, rules and City policies.
- Communicate orally in the English language with customers, clients, and the public using a telephone or in a one-to-one or group setting.
- Produce written documents in the English language with clearly- organized thoughts with proper sentence construction, punctuation, and grammar.
- Exercise good judgment.
- Perform a broad range of supervisory responsibilities over others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in contract administration and a bachelor's degree in business administration or a related field. Other combinations of experience and education which meet the minimum requirements may be substituted.
