The City Manager is the chief administrative officer of the city, responsible to the Council for the proper administration of all affairs of the city. The City Manager is chosen by the Council based on executive and administrative qualifications, in accordance with City Charter.

The powers and duties of the City Manager are defined by Chapter III, §2 of the Charter of the City of Phoenix.
