Gary Verburg, City Attorney
Gary Verburg, City Attorney In 1954, I was born in Ogden, Utah. I attended the University of Utah and received undergraduate degrees in economics and political science. I attended law school at the Antioch School of Law in Washington, D.C., and received my J. D. degree in 1978. Since that time, I have worked as a lawyer in Arizona in private practice for nearly twenty years doing governmental work for Indian Tribes and municipalities. This work covered a wide array of governmental issues including transactional work, civil litigation, and criminal prosecutions. In 1997, I commenced working for the City of Glendale, Arizona, as an assistant City Attorney, then a Deputy City Attorney and then City Attorney. In 2000, I started working for the City of Phoenix as the Chief Assistant City Attorney and am currently the City Attorney.
William Bock, Chief Assistant City Attorney
William Bock, Chief Counsel I was born in Racine, Wisconsin which is located on Lake Michigan between Milwaukee and Chicago. I am married and have one child. I attended the University of Wisconsin-Madison for both my undergraduate degree (1968, political science) and my law degree. (JD, 1972). My family and I moved to Arizona in 1993. My legal career has included extensive experience as a municipal attorney and law department manager:
  • Chief Assistant City Attorney, Phoenix City Attorney’ Office (2006-present),
  • Chief Counsel, Phoenix City Attorney’ Office (2000-2006),
  • Phoenix Assistant City Attorney (1993-2000),
  • Corporation Counsel (County Attorney-Civil) for Walworth County, Wisconsin (1990-1993),
  • Corporation Counsel (County Attorney-Civil) for Racine County, Wisconsin (1976-1989),
  • Deputy City Attorney, City of Racine, Wisconsin (1975-1976),
  • and Assistant City Attorney, City of Racine, Wisconsin (1972-1975).
Elaine K. Cardwell, Chief Counsel
Elaine K. Cardwell, Chief Counsel I attended Arizona State University, receiving a Bachelor of Science Degree, cum laude, in Criminal Justice, and a Juris Doctorate. I have worked in the City of Phoenix Law Department since 1982. At various times I was a supervisor in the Trial Bureau and was the Charging Bureau Chief in the Phoenix City Prosecutor’s Office. Before being promoted to Chief Counsel in November 2006, I was responsible for the Law Department’s Training and Personnel Section.
Aarón J. Carreón-Aínsa, City Prosecutor
Aarón J. Carreón-Aínsa I was born in Phoenix , attended St. Mary's Elementary School and Brophy. I am married to a Phoenix native and we are blessed with one child. I worked as a dishwasher at a Mexican food restaurant, night manager of a Pizza Hut, and gofer at Cine Capri (Blue Max era).

I attended college in Mexico City and Washington, DC, graduating from ASU with a major in political science and a J.D. Having general supervision of about 250 military members and about 25 civilians, I served in the U. S. Air Force.

Since January of 1979, I have been a member of the Prosecutor's Office. During that time, I have had the honor of serving as the bureau chief of three bureaus: Appeals, Charging, and Special Prosecutions. In 1996, I was privileged to begin the Community Prosecution Bureau that has grown to be a staff of ten prosecutors.

Vicki A. Hill , Chief Assistant City Prosecutor
Vicki A. Hill, Chief Assistant City Prosecutor I attended Arizona State University in Tempe, Arizona, as an undergraduate and Creighton University in Omaha, Nebraska, for law school. In law school a professor told us that a law degree is not as important as what we do to serve our family and community. I have been fortunate to be part of the City of Phoenix Prosecutor's Office family since 1994 with the majority of my time spent in the Training Section.

Our mission is to provide effective legal services to the Mayor, City Council, City Manager, and City Departments and to impartially seek justice in the prosecution of criminal offenses. The Law Department is committed to ensuring a diverse workforce to reflect the community it serves.
