Request for Proposal (RFP) Selection Results
On July 2, 2003 the City of Phoenix City Council approved the following:SERVICE AGREEMENT WITH AMERICAN WATER SERVICE, INC- LAKE PLEASANT WATER TREATMENT PLANT DESIGN BUILD OPERATE
Request authorization of City Council for the City Manager to enter into a Service Agreement with American Water Service, Inc., for the Lake Pleasant Water Treatment Plant (WTP) Design-Build-Operate (DBO) Project. The Project includes a raw water pump station on the Waddell Canal, a raw water transmission main, the Lake Pleasant WTP, and the operations and maintenance of the Lake Pleasant WTP for a 15-year period.
The Water Services Department received three technical and cost proposals on November 22, 2002. The final composite scores developed by the Selection Committee for the Proposals are as follows:

Technical Score 780.0 861.1 769.3 Price Score 99.74 0 299.71 Total Score 879.74 861.1 1,069.01 On April 30, 2003, the City Council awarded the Service Agreement to the Selection Committee's highest scored Proposal, Earth Tech (Infrastructure), Inc. The City Council rescinded the award on June 11, 2003, because of Earth Tech's failure to provide the necessary payment and performance bonds. Since Earth Tech is no longer considered a responsive and responsible proposer, American Water Service, Inc., became the highest responsive and responsible Proposal.
Financial Impact
This financial impact includes only the portion of the Service Agreement for the appropriation to design and construct the facility. The total amount of the design build portion of the Service Agreement will not exceed $228,846,090. Funding is allocated from the Water Capital Improvement Program with Water Civic Improvement Corporation Bonds as follows:

Affirmative Action
The subject firm is eligible to do business with the City of Phoenix until October 8, 2003, by its compliance with the affirmative action requirements of the City Code, Chapter 18, Article IV. The firm is responsible for maintaining its eligibility during the life of the contract and failure to do so may result in termination of the contract.
MBE/WBE
Minority-Owned Business Enterprise (MBE) subcontractor participation goal of 7 percent and Woman-Owned Business Enterprise (WBE) subcontractor participation goal of 3 percent was approved for this project. The American Water Service, Inc., Proposal will result in approximately $16,019,226 MBE and $6,865,382 WBE.
