Bid
A quotation, bid or proposal by a bidder or contractor to perform or provide labor and materials to the city for a price. Commercially Useful Function
A M/WBE subcontractor is responsible for the execution of a distinct element of the contracted work and carries out its responsibilities by actually performing, managing and supervising the work involved. Controlled
The owner of a M/WBE company possesses and exercises the legal authority to manage business assets, good will and daily operations, and actively exercises such management authority to determine policies and operations of the business. Minority Business Enterprise (MBE)
A business certified by the city of Phoenix Equal Opportunity Department to be an independent, for profit enterprise that performs a commercially useful function, and is owned and controlled by one or more persons who are African American, Asian-American, Hispanic or Native American. Owned
The minority or woman owner(s) has made contributions to obtain ownership of at least 51 percent of the business. Small Business Enterprise (SBE)
Contractors, suppliers and professional service providers that have been granted SBE certification by the city. The SBE program has no ethnic or gender requirements. Woman Business Enterprise (WBE)
