Outstanding Resident Recognized: Four Organizations or Programs
also Honored by City

George Young, long-time resident of the South Mountain community, is the
recipient of this year's Lupe Sisneros Memorial Award. The award is presented
by the city of Phoenix to individuals who have made significant contributions
to the community.
For more than 16 years Young has served as the chair or a member of the
Target Area B Citizens Advisory Committee, South Mountain Village Planning
Committee and South Mountain Chamber of Commerce. Young has also been a member
of the city's Enterprise Community, Transit Committee, Community Development
Review Committee and is current chair of the Rio Salado Beyond the Banks Committee.
Four Phoenix organizations or programs have also been recognized by the
city for using Community Development Block Grant (CDBG) funds in an exemplary
manner and making significant contributions to community development:
The Economic Development Award goes to Pinnacle West Capital Corporation
APS Academy for the Advancement of Small, Minority and Women Owned Enterprises.
This computer assisted business training program created 12 jobs and retained
one job in its first year of funding.
The Community Partnership Award goes to Literacy Volunteers of Maricopa
County, which has helped thousands of residents learn to read.
The Neighborhood Revitalization Award co-winners are the Westwood Neighborhood
Association and Phoenix Parks and Recreation Department for development of
the Marc Atkinson Recreation Center.
The Outstanding Service Provider Award winner is the Booker T. Washington
Child Development Center, which has provided Head Start services to area children
and the Eastlake Park neighborhood since 1967.
The city receives approximately $15 million a year as a CDBG allocation
from the U.S. Department of Housing and Urban Development. The CDBG program
was created to revitalize neighborhoods and housing, and promote economic
development, in primarily low- and moderate-income areas. The Neighborhood
Services Department manages programs funded with CDBG moneys. For more information
