About the Community Development Division
The Community Development Division plays a critical role in the Department's mission to preserve and revitalize neighborhoods. It manages the CDBG Program, the base for NSD's three-pronged strategy of physical, economic, and social neighborhood renewal. It also implements the Housing Development/Infill and Neighborhood Economic Development Programs.

Grants Administration monitors all programs funded by Community Development Block Grant (CDBG) funds, the major source of funding for the department, as well as many other grant resources. The CDBG program was created to revitalize neighborhoods and housing in primarily low- and moderate-income areas, provide facilities and services, and promote economic development. The Grants Administration Section manages the annual request for proposals process for public services and facilities, and hosts the annual CDBG week celebration and awards.

Housing Development promotes home ownership in targeted neighborhoods. Staff works with developers to build new homes or renovate and resell existing homes. Development assistance might include acquiring and clearing blighted properties, replatting, providing buyer assistance, or making loans or grants for construction. This section also manages the neighborhood revitalization open application process for CDBG funding.

The targeted neighborhoods are made up of the following neighborhood initiative areas and redevelopment areas:

Neighborhood Economic Development undertakes activities that stimulate commercial and retail development, create jobs and strengthen the economic stability of neighborhoods. Business assistance is provided for land assembly, commercial facade improvements, infrastructure and streetscape enhancements, and technical assistance is available to business owners.

The Future of the CDBG Program
The CDBG program has been our Nation's premiere tool for revitalizing our neighborhoods and creating decent housing and economic opportunities since 1975. It has allowed us the local flexibility to structure and carry out projects and neighborhood improvement in the most effective way possible, based on very active citizen participation. CDBG has been the flue that holds other federal community based programs together.

However, the CDBG program has suffered consecutive cuts totaling $3 million dollars since 2004. A current proposal calls for another devastating cut totaling $4.4 million dollars - or 25% of the current budget. This is causing unprecedented losses in services and is seriously hampering our ability to generate partnerships and other funding to effectively change communities. Recognition of Outstanding CDBG Funded Programs
Due to a history of dwindling CDBG resources, Phoenix has relied more and more on increasing the impact of the CDBG dollar by leveraging other resources and using partnerships to make lasting improvements in its communities. The City recognizes outstanding partnerships, programs and accomplishments every year during its observance of National Community Development Block Grant Week. The recipients are described in the Awards Section of the City of Phoenix Community Development Block Grant Congressional Briefing Booklet, which you can download below.
