The Pollution Control Division has 41 positions. The majority are Senior Water Quality Inspectors and their supervisors, Chief Water Quality Inspectors. The Pollution Control Superintendent administers the division. Additional technical and clerical staff support the division’s operations.There are five sections within the division:
- Industrial Pretreatment Program
- Commercial
- Pollution Prevention
- Wastewater Monitoring
- Water Monitoring
Legal Representative
The Assistant City Attorney provides legal advice and assistance for use with the implementation and enforcement of the Phoenix Industrial Pretreatment Program.
Matt Palenica has worked with and in support of the pretreatment program and laboratory since the late 1980s and was an integral part in developing the program. As an Assistant City Attorney, he provides legal advice and assistance for the Phoenix Industrial Pretreatment Program. While enforcement of laws and securing penalties for violations is a large part of his duties, Matt has worked closely with the Water Services Department and the regulated industries to prevent problems from happening. Our professionals in the Pollution Control Division usually follow this career path. The entry-level position is Water Quality Inspector. After a minimum two-years experience working in at least two of our programs, passing probation leads to promotion as a Sr. Water Quality Inspector.
Career advancement can include Chief Water Quality Inspector. Chiefs are responsible for supervising a specific PCD program. SROG Activities
Created in 1979, the Sub-Regional Operating Group (SROG) is the result of an agreement (SROG Agreement) between the cities of Glendale, Mesa, Phoenix, Scottsdale, and Tempe pertaining to liability ownership and operation of the 91st Avenue Wastewater Treatment Plant (WWTP). Multi-city coordination for purposes of encouraging compliance with federal requirements and consistency of implementation is accomplished through monthly multi-city meetings attended by representatives from each Program, as well as through periodic meetings with individual Programs
