City of Phoenix Industrial Pretreatment Compliance Academy

Since its inception over 10 years ago, our Industrial Pretreatment Compliance Academy continues teaching our customers what they need to know to comply with the City’s Industrial Pretreatment Program (IPP) requirements.

City of Phoenix employees and Phoenix customers together developed the Academy completely in-house. It consists of five, two-hour classes that educate the customer about IPP requirements and how to meet them. Each class addresses different topics. Although designed to stand-alone from each other, completion of all five classes is highly recommended. In developing the curriculum, the following questions were answered:

  1. What questions do our customers ask us?
  2. What mistakes do our customers make that result in violations?
  3. What violations occur that could be avoided by making sure the customer knows what to do and how to do it?

Our "faculty" consists of Senior Water Quality Inspectors who are responsible for working with our industries, and technical staff with specific expertise. The faculty developed the entire curriculum, all the teaching materials, handouts and overheads, designed all the exercises, and assembled or built the materials used in the demonstrations. The same Inspectors who work with and know our customers teach each class.

The Academy is a free, voluntary program open to any employee of any of our industrial customers. Through 2004 almost 1400 "students" from over 200 companies and organizations have attended. Students are awarded a certificate of completion at the end of each class.  Academy “graduates” are recognized at the Annual Achievement Recognition Breakfast held every April. The curriculum is repeated every twelve months, depending on staff availability.

Based in class evaluations the Academy has been well received by the City’s customers. Recognized by the Association of Municipal Sewerage Agencies as an innovative approach to regulatory compliance, the Academy was featured at their "National Pretreatment Coordinators" Workshop.

  • Compliance Academy is designed for employees of Phoenix's Class A or B Significant Industrial Users. Other City employees, or employees of area municipalities, may attend on a space available basis.
