The Industrial Pretreatment Compliance Academy consists of five, two-hour classes that educate the customer about Industrial Pretreatment Program requirements and how they can be met. Although each class is designed to stand alone from the others, completion of all five is recommended. Compliance Academy Class Topics
The Wastewater Discharge Permit
This class explains what a permit says and means, essentially "translating" it for the student. Permit topics include: Definitions, Discharge Limits, Self-Monitoring Requirements, Record Keeping, Authorized Signatory, Notification Requirements, Compliance Schedules, Toxic Organic Management Plan (TOMP), and Slug Control Plan (SCP).Wastewater Compliance Sampling
This class demonstrates how to complete the paperwork associated with collecting compliance samples, discusses the different kinds of samples required, collection of samples, which sample bottles to use, how samples must be handled and stored, and how measuring wastewater flow affects sample collection.
Laboratory Analytical Issues
Because most industries contract with a laboratory to analyze their compliance samples for them, the focus of this class is to help the customer become a more sophisticated consumer of laboratory services. This class includes a tour of the City's in-house laboratory that "follows" a sample from receipt through analysis, showing the steps the laboratory chemists take to produce a numerical result. The lecture portion of the class discusses the types of services laboratories can provide and what information the customer should provide to and receive from their laboratory.
Enforcement
This class explains what action or inaction on the part of the customer constitutes a violation, and then discusses what the City's response might be. In-class exercises calculate a civil penalty amount. Steps the customer can take to mitigate the City's enforcement response, including appropriate responses to a Notice of Violation, are also discussed.
Pollution Prevention
This class discusses ways the customers can implement pollution prevention measures in their own facilities. Through an interactive class exercise students learn to consider how every aspect of production can benefit from reducing the amount of pollution generated, thereby reducing disposal costs and legal liability. Industry-specific pollution prevention information packets are provided to each student.
