Happy Valley Road Land Use Study

On Feb. 13, 2008, the Planning Commission initiated a land use study for properties within 600 feet of the north side of Happy Valley Road from 19th to Seventh avenues. The purpose of this study was to analyze the existing land uses of these properties relative to the surrounding land use designations of Commerce Park and Commercial to the west and south as well as growing development adjacent to Interstate 17 and Deer Valley Airport.

The land use study includes discussion on:

  • Existing conditions
  • Land use and zoning
  • Relevant planning documents
  • Transportation and data analysis
  • Public participation process
  • Land use mitigation techniques
  • Conclusions
  • Staff recommendation

On Dec. 10, 2008, the Planning Commission reviewed the study results and initiated a General Plan Amendment consistent with the study recommendation to change the General Plan Land Use Map from Residential 3.5-5 to Mixed Use-Commercial and Commerce Park.
