Rules are needed whenever people live, work or play together. They're necessary on a school campus and on the playing field of any sport. Without rules we would have chaos. Rules that govern cities, states and our country are called laws.

The reason we have laws is to ensure the activities of one person don't interfere with the activities of others. The same principle applies whether you are on a school campus, in asports contest or just going about your everyday business. Rules and laws are designed to make it fair for everyone.
