Checking Account Requirements

Block Watch Grant GraphicIn the 2008 Neighborhood Block Watch Grant process,all recipients’ (including schools and non-profit organizations) grant fundswill be deposited into a bank checking account with the City of Phoenix listed as a co-signer on the account. All checking accounts will be centralized at the Downtown Chase Bank for the 2008 process.

Insurance Requirements

A requirement of the Neighborhood Block Watch (NBW) Grant may be that the City of Phoenix is endorsed as an Additional Insured on the awarded applicant’s liability insurance in view of the possible risk to the City arising out of certain activities of the awarded applicant. The types of programs or activities that may require insurance coverage include, but are not limited to, athletic activities, youth programs, large-scale neighborhood carnivals that are high risk, and transportation of group participants in private vehicles or in commercial carriers that do not have their own coverage.

If insurance is required as a condition of the NBW Grant, the awarded applicant must name the City of Phoenix as an Additional Insured on a Commercial General Liability Insurance policy having limits of at least $1 million per occurrence.The cost of thisinsurance requirement may be included in the applicant’s grant budget request. If commercial carriers are used to transport participants, the awarded applicant should ensure that the carrier has at least $1 million (preferably $2 to $10 million) of auto liability coverage, combined singled limit.

The City in no way warrants that any insurance required as a condition of the NBW Grant is sufficient to protect the awarded applicant from any liability that may arise.

Even though it may not be required for the City of Phoenix to be named as Additional Insured on the awarded applicant’s policy, it does not mean that the applicant does not need insurance. Liability exposures may still be present that the applicant may want to insure against. Grant applicants should be aware that they are NOT COVERED by the City for auto liability, general liability, workers' compensation insurance, or property insurance. However, they may have coverage through their own private auto, homeowners, and health insurance. Therefore, to protect grant applicants, it is strongly recommended that ALL NBW GRANT APPLICANTS check with a qualified insurance agent to evaluate the need to purchase insurance.
