The Recreation Needs Assessment is intended as a guideline to assist in the development of a recreation program or list of recommended facilities for the Cave Buttes Recreation Area. There are numerous challenges for the development of a recreation program that will have to be resolved in Phase 2. While there is a continuing demand for a wide variety of recreational activities and facilities in all parts of the City, these demands must be balanced with the Cave Buttes Recreation Area's natural resources and physical constraints.

In Phase 2, City staff and consultants will continue to compare and analyze the site resources and recreation needs for the purpose of creating a recreation program (listing of types and quantities of recreational facilities) and a conceptual master plan. The public will again be invited to participate through open houses, response forms, Parks and Recreation Board meetings and individual meetings. Phase 3 will culminate in the Final Recreation Master Plan sometime in 2003. Phase 2 is expected to begin in late 2001. Design alternatives should be available for public review in the fall of 2002.
