* Through this planning process there is an opportunity to coordinate recreation-planning activities with the Sonoran Preserve.
* The Upper Cave Creek/Apache Wash Watercourse Master Plan established the precedent for minimizing flood control structures within the Cave Buttes Recreation Area.
* Future residential development on the northeast boundary of the Cave Buttes Recreation Area represents the highest potential for direct conflict for activities and facilities such as lighted ballfields.
* Deer Valley Airport is located about 1 ½ miles southwest of the site. While hot air ballooning is not currently permitted within the Cave Buttes Recreation Area, potential conflicts with Deer Valley Airport airspace restrictions could alter the operation of these activities if this use is allowed to occur on-site.
* Adobe Dam Recreation Area provides a number of specialty recreation uses. The opportunity exists to work with Maricopa County to encourage further development of these uses at Adobe Dam while discouraging them in the Cave Buttes Recreation Area.
* Reach 11 will provide substantial recreation facilities and opportunities. Potential trail connection opportunities between Reach 11 and the Cave Buttes Recreation Area will need to be further explored.
* Opportunities exist for recreation, water recharge and conservation uses within the Cave Buttes Recreation Area that are consistent with the on-site natural and cultural resources.

* Installation of access or perimeter controls around the site boundary would reduce or eliminate resources currently caused by trespassers.
* The FCD soil removal limits and agreements on the standards
* to be used for this purpose should be formally agreed to in ;coordination with development of the Cave Buttes Area Recreation Master Plan.
* A formal biological evaluation should be conducted at the site to confirm the presence or absence of any Threatened, Endangered or Sensitive Species or their habitats and whether
there would be impacts to these species.

* Within the Cave Buttes Recreation Area environment, recharge methods such as injection wells, stream discharge or other minimal impact techniques would be appropriate.

* Portions of the site identified as having the highest wildlife benefit, aesthetic value or natural function could be designated as conservation areas.
* Cessation of current cattle grazing would begin resource(s) recovery.
* Where possible, cultural resources will be preserved in place.

* Evaluate existing site uses such as model airplanes and ballooning for compatibility with future recreation objectives for the Cave Buttes Recreation Area.
* The size and configuration of the 100-year flood pool above the Cave Creek Dam will limit/restrict the type, character and layout of developed features and uses within this hazard area.
* A substantial landscape buffer could be preserved along the northeast portion of the site near anticipated residential development.
* Trails are possible in many different locations. The Union Hills particularly offer excellent trails and recreational viewing opportunities because of their elevation.
* A north-south multi-use trail route along the Cave Creek Wash watercourse would provide a connection for City residents to the Sonoran Preserve.
* Opportunities for golf courses and sports fields such as, baseball, softball, and soccer are primarily located in the flatter eastern portion of the site.

* Opportunities for environmental education and interpretation are abundant, particularly associated with on-site historic and pre-historic features, the dams' construction, Cave Creek and Apache Washes' watersheds and the site's vegetative communities.
* Sufficient land area is available for the environmental educational center and secondary access as noted in the Sonoran Preserve Master Plan.

* Field and court games are in high demand.
* Passive recreation activities that take advantage of the natural features are in high demand.
* Some activities could be combined into one complex or building. For example an environmental education center might also include meeting rooms and classrooms typically provided in a community center; restrooms could be combined with ranger stations and administrative offices.
* A large turf area could be sized to accommodate events now held on the Paradise Valley polo/event field, which will be removed for the Squaw peak Freeway extension. Uses that are part of growing trends such as skateboard parks and dog off-leash activity areas have increasing community interest, but current demand does not warrant a high rating.
