NOTICE OF PUBLIC MEETING

ESTRELLA VILLAGE PLANNING COMMITTEE

 

Pursuant to A.R.S. Section 38-431.02, notice is hereby given to members of the ESTRELLA VILLAGE PLANNING COMMITTEE and to the general public, that the ESTRELLA VILLAGE PLANNING COMMITTEE will hold a meeting open to the public on Tuesday, October 7, 2008, at 6:00 p.m., located at Fowler District Board Room, 1617 South 67th Avenue, Phoenix, Arizona.

 

Note:

1.       Agenda items may be taken out of order.

2.       Anyone wishing to address an item should complete a speaker card, in addition:

3.              a.     Those wishing to address an item that may be voted on should signify                         their support or opposition on the speaker card.

              b.   The speaker card should be submitted to the Village Secretary prior to                               discussion of the item.

4.       Due to the time required for the number of items, the following time limits are recommended so that the Committee may give all the items the same level of attention:

               a.  Staff report and recommendation

b.  Applicant (15 minutes).

c.  Other interested parties (2 minutes).

d.  Applicant response (5 minutes).

e.   Staff comments

f.   Floor Closed: Committee motion, discussion and vote.

 

 

AGENDA ITEMS MAY BE TAKEN OUT OF ORDER

Review and approval of the September 2, 2008 minutes.

 

 

 

INFORMATION ITEMS:

Update on the I-10 median widening project and an overview of future projects coming up on the I-10. Presentation by Lars Jacoby and Brock Barnhart.

Presentation and update on Estrella Village Core Plan.

 

 

 

RECOMMENDATION ITEMS

5.

Presentation, discussion and possible recommendation regarding PHO 1-08     Z-133-03-4.  The request is to modify stipulation 1 regarding general conformance to the site plan to reconfigure a gas station. The site is located on the southeast corner of 43rd Avenue and Roosevelt Street.  Presentation by Fred Stern.

The Planning Hearing Officer will review this request on October 15, 2008.

 

 

6.

Presentation, discussion and possible recommendation on text amendment case Z-TA-14-08 to amend Sections 622, 623, 627, 647, and 659 of the Zoning Ordinance to allow massage therapy as a primary use in the C-1 Zoning District and delete existing accessory use references in various zoning districts and the special permit requirement.

The Planning Commission will consider this case on October 22, 2008.

 

 

7.

Presentation, discussion and possible recommendation on text amendment case Z-TA-6-08 to amend Chapter 7 Section 702 (Off-street Loading) of the Zoning Ordinance to address new off-street loading standards for high-rise and multi-family developments.

The Planning Commission will consider this case on November 12, 2008

 

 

8.

Presentation, discussion and possible recommendation on text amendment case Z-TA-12-08 to amend Sections 202, 622 and 623 of the Zoning Ordinance to define Pet Grooming, Pet Day Care and Pet Care Facilities.  To allow as a primary use in C-1 Zoning District, Pet Day Care, Pet Care Facility and Pet Grooming.  To delete Pet Care Facility from the permitted use list in the C-2 Zoning District.

The Planning Commission will consider this request in October 22, 2008.

 

 

9.

Presentation, discussion and possible recommendation for GPA-2-08 to amend the General Plan to rename the Natural Resources Conservation Element to Natural Resource Conservation and Energy Element and add Goals, Policies and Recommendations to address the conservation of energy and the greater use of renewable energy resources.

The Planning Commission will consider this request on November 12, 2008.

Presentation, discussion and possible recommendation for the 2009 Estrella Village Planning Committee Meeting Schedule.

 

 

11.

Staff update on cases recently reviewed by the committee (not for committee discussion or action)
