The intent of the Strategic Research phase of the planning process is to identify and describe the factors that drive change by assessing the current situation facing the study participants, considering potential future outcomes, and summarizing the key strategic issues. For this planning effort, a strategic issue is a driving factor for change that will, or may, influence the study participants' ability to manage salinity in Central Arizona. Strategic research will help the study participants to develop a common understanding of the existing situation for each member and the region as a whole. The outcome from doing strategic research is: (1) a common basis for understanding, (2) an identification of key strategic issues, and (3) development of strategic priorities. |

After the strategic research is completed and consensus is developed on the strategic issues, the next step of the planning process is for study participants to review the list of strategic issues and identify the issues of highest priority. This reduced list of strategic issues then becomes the strategic priorities of the remainder of the study. |

This part of the study will include: |
Data Gathering and Analysis
The gathering and compilation of data and information determined to be germane to the planning process. It will be accomplished primarily through a comprehensive review of existing records and discussions with key contacts. There may be instances whereby new information, estimates and projections will need to be generated. |
Model and Database Development
The development (refinement) and/or use of planning models and databases to provide estimates and projections that will assist in the evaluation of salinity management options. |
Preparation of Interim Reports
Interim reports will be prepared by the Project Manager and will be used to inform the study participants and other stakeholders of current and projected conditions. The interim reports will mainly contain pertinent background information and technical analysis on specific subject matters. |
