Estrella Village IssuesWhat's New? - Updates about the Issue New Subdivisions Approved In Estrella Village The city of Phoenix Water and Development Services departments announced today a limited number of additional new residential subdivisions can be approved on a first come, first serve basis in the Estrella Village in the southwestern portion of the city. Recent studies conducted by the city determined the average sewer flows in the area were less than originally projected. Based on these new estimates, and the slowing of new homes sales, the city has determined that development approvals for approximately 3,500 additional homes can be provided in the area and the current lift stations will be able to support the increase. Councilman Doug Lingner from District 7 says, “I am confident that this pragmatic approach is the result of careful study and balances the needs of existing customers with the needs of new subdivisions.” In late 2004, the city placed all new residential subdivision approvals on hold when the Water Services Department determined there was not enough capacity in the sewer system to accommodate any new subdivisions in the Estrella Village area until the department was able to construct a new lift station. Since the lift station would not be operational until 2010, all new residential subdivision and site plans were placed on hold. According to Assistant Director in Development Planning for Water Services Ray Quay, “At that time we felt this decision was a necessary move which was in the best interest of our customer’s health and safety. If the problem was left unmanaged, the situation in the area would be unacceptable. We now know we will be able to support new residential customers with confidence.” The city also estimates these new subdivisions, in addition to those already approved will be able to meet the demand for new housing in the Estrella Village area for the next five years. The Estrella Village area is bounded by the Salt River to the south, Buckeye Road to the north, 43rd Avenue to the east, and 107th Avenue to the west.
