Deputy City Manager Ruth Osuna

Ruth OsunaDeputy City Manager Ruth Osuna provides day-to-day oversight of the Finance and Library departments as well the Arts and Culture, Historic Preservation and Sustainability functions for Phoenix. 

Ms. Osuna originally began her career within the city serving in various positions within the City Manager’s Office, Community and Economic Development, and Neighborhood Services departments before moving on to the private sector. 

Ruth spent several years with various professional, banking and community organizations before her return to the city in 2006 as deputy city manager.

In late 2007 Ruth began a one-year rotational assignment in the Mayor’s Office serving as chief of staff.

Ms. Osuna holds a bachelor of science in education from Northern Arizona University and a master's of public administration from Arizona State University.
