District 1 Office Staff

Judy Lorch, Chief of Staff
Judy was employed by the Maricopa County Sheriff for 28 years and retired as the Substance Abuse Treatment Programs Administrator. She has a master’s degree in Forensic Psychology. Judy is excited to work with the City Council, Mayor’s staff members and to serve the citizens of Phoenix, especially those in District 1.
Preston Neill, Research Analyst
Prior to joining the District 1 staff, Preston worked as a management analyst for the City of El Mirage in the West Valley. Preston graduated with a Bachelor of Arts in History from the University of Northern Colorado. He earned a Masters Degree in Public Administration from Arizona State University. Preston is looking forward to continuing his work in public service and helping to make Phoenix a better place to live.
