District 1 Council Office Staff

The District 1 staff is here to serve the needs of residents. We answer questions, refer residents to city departments and take suggestions from residents. Please do not hesitate to call or e-mail us at any time.

Judy Lorch, chief of staff
Judy is new to the Phoenix City Council office. Previously, she was employed by the Maricopa County Sheriff for 28 years and retired as the Substance Abuse Treatment Programs Administrator. She has a master’s degree in Forensic Psychology. Judy is excited to have the opportunity to work with the City Council and Mayor’s staff members and to serve the citizens of Phoenix, especially those in District 1.

Aaron Searles, research analyst
Aaron is a first generation Phoenician and has also lived in Brussels, Belgium, Guanajuato, Mexico as well as Santiago, Chile. His passion for the city of Phoenix can be demonstrated by his long standing ties as a city of Phoenix employee and volunteer. Aaron previously worked for the National Farm Workers Service Center Inc., a non-profit developer that was founded by Cesar Chavez. He also holds a double degree from University of Arizona and is fluent in Spanish. Prior to joining the D1 team, he served as council aide for District 6.

Angela Sulfaro, council aide
Angela Sulfaro is a native Phoenician who holds degrees in both Anthropology and Women and Gender Studies from Arizona State University. She currently volunteers for a local non-profit, Girls For a Change, which strives to educate inner-city girls about social action. As council aide, Angela looks forward to helping District 1 residents navigate our city services as well as interacting with the public.

Martha Espindola, administrative coordinator
Martha Espindola has been serving the residents of District 1 for more than nine years. As the administrative coordinator for the office, Martha handles all scheduling for Councilwoman Williams. She is often the first voice someone hears when they call the office. Martha is a lifelong resident of Phoenix.
