The District 6 staff is here to serve the needs of residents. We answer questions, refer residents to city departments and take suggestions from residents. Please do not hesitate to call or e-mail us at any time.



Kelly Dalton, district chief of staff
Kelly is a fourth-generation Arizonan and a University of Arizona graduate. She has worked as a government affairs professional for the Washington, D.C. firm B&D Consulting, where she served as assistant vice president on the firm's communities practice, representing local governments and other public sector clients. Her duties included communicating priorities to members of Congress and developing federal appropriations and legislative strategies. Kelly returned home to Arizona to work as the lead staff person for the city of Goodyear mayor and city council, where she focused on community outreach initiatives and policy development. Kelly joined the D6 team in August 2006.



Bethany Kline, research analyst
Bethany moved to Arizona in 1999 after graduating with a Bachelor of Arts degree in Psychology and Philosophy from the State University of New York at Oswego. Bethany has had the opportunity to live in multiple states including New York, New Jersey, Florida, and Arizona. From this combination, she somehow emerged an avid Philadelphia Eagles fan! She recently graduated with a Master’s degree in Public Administration from Arizona State University. She is passionate about public service and looks forward to serving the needs of D6 residents. Bethany joined the D6 team in November 2006.



Gavin O’Connor, council aide
Gavin O’Connor is a first generation Phoenician and holds a dual degree from University of Arizona. He was commissioned an officer in the US Navy in 2001. After completing Surface Warfare School in Newport, Rhode Island he was stationed in San Diego, CA. He was deployed to the Persian Gulf in 2003 and is a veteran of both Operation Enduring Freedom and Operation Iraqi Freedom. Gavin spent three years on the USS Duluth (LPD-6) as the Weapons Officer and Force Protection Officer. For the past two years Gavin has been an elementary education teacher with an emphasis in special education. Gavin received a Masters in Social Sciences from Syracuse. Gavin joined the D6 team in May 2007.



Judy Cooke, intern
Judy is originally from Texas but has lived in Arizona most of her life. Judy retired after working for the City of Phoenix for 35 years in the Finance/Real Estate Department and three years in Municipal Court and Street Maintenance and Sanitation. Judy returned to work for the City on the D6 team in September 2005.



Casey Thorne, intern
Casey is a second generation Phoenician and has lived in the Valley of the Sun all his life. Serving as a staff intern for D6 is Casey's first major entry into the business world, following high school jobs held at Los Compadres Mexican Food and Johnny's Uptown. His commitment to making the City of Phoenix better for Youth and the community as a whole is evidenced by his membership of the City of Phoenix Youth and Education Commission. Casey will begin attending Arizona State University in the fall in pursuit of a Bachelor of Arts degree in Mass Communication.
