Estrella and Laveen Villages Business and Development Information
The vibrant c0ommunities of Laveen and Estrella offer many opportunities for growth. Vice Mayor Lingner and the Community and Economic Development Department hosted a business roundtable meeting showcasing these communities. The Community and Economic Development Department works to stimulate economic activity in Phoenix by promoting business development. In addition to working with developers to bring retail expansion to Laveen, the Community and Economic Development Department also supports and encourages the growth of small businesses. The presence of retail centers and small businesses provides employment opportunities and economic diversity in the area and improves the overall tax base. There are many resources and programs available to companies considering Phoenix for development, relocation or expansion.

Laveen/Estrella Retail Potential
The Phoenix Planning Department guides the physical development of the city. It implements the Phoenix General Plan; administers the Zoning Ordinance; supports citizen planning committees; processes rezoning requests and general plan amendments; develops area and neighborhood plans; develops long-range growth strategies; and develops and implements freeway mitigation programs.

Ensuring safe and effective growth is a priority for developing areas such as Laveen and Estrella. Building permits issued for commercial and residential projects in these areas have increased significantly over the last six years. A great deal of development has already occurred and many other projects are on the horizon. The Development Services Department is responsible for approving safe development plans, implementing site improvements and ensuring high quality urban environments.

The city is dedicated to improving the quality of life of Laveen and Estrella residents by extending facilities and services into these areas. The voter-approved 2001 and 2006 Bond programs fund many projects in District 7, three of which are in the Estrella/Laveen area.
The 2006 Bond Program earmarked funds for the Estrella City Services Complex proposed for 99th Avenue and Lower Buckeye Road. Set on 183 acres of land, this complex will offer a library branch, community and customer service centers, pool, city maintenance center, police precinct, fire station and park open spaces and amenities.
The Cesar Chavez regional branch library, already under construction at 35th Avenue and Baseline Road, was funded by the 2001 Bond Program. This 25,000 square foot facility, scheduled to open summer 2006, will offer a children's story room, community meeting room, teen center, wireless Internet access and a computer training lab, in addition to newspapers, magazines, books, DVDs and CDs available for check-out.
The Southwest Family Service Center, funded by the 2001 Bond Program, is a 24,000 square foot facility scheduled to open in fall 2007 at 51st Avenue and Lower Buckeye Road. The center will offer a community meeting room, conference rooms and a senior service center.

In 1985, voters approved a half-cent sales tax that would fund a freeway loop connecting I-10 south of Phoenix with I-10 in west Phoenix. This loop, known as the South Mountain Freeway, was approved by the Arizona Department of Transportation in 1988. Since that time, the project has undergone some funding and plan changes approved by voters in the fall of 2004. The Arizona Department of Transportation has identified an alignment that would connect with Interstate 10 at 55th Avenue as the "Preliminary Preferred build Alternative" for the Loop 202 South Mountain Freeway.

The city of Phoenix continually improves and builds new streets and storm drains. Undertaking such a feat, with so many miles of roads, requires careful planning. The Phoenix Capital Improvement Program (CIP) is a multi-year plan for capital expenditures needed to replace and expand the public infrastructure. The majority of its funding comes from money set aside by voter-approved bonds. Many street improvement projects are scheduled for the Laveen and Estrella areas over the next five years.
Two projects were approved by voters in the 2006 Bond Program that will directly benefit the Estrella and Laveen areas. Projects include the 75th Avenue Storm Drain project from Buckeye Road to Van Buren Street and storm drains on Fillmore Street, Ninth Avenue, Third Avenue and Roosevelt Street.
