The Workforce Investment Act (WIA) of 1998 is comprehensive reform that supersedes the Job Training Partnership Act (JTPA). The goals of the national strategic direction for the workforce investment system include: increased state and local flexibility, increased integration for a stronger One-Stop system, streamlined governance leading to greater efficiencies, and increased access to post-secondary education.
Under the Workforce Investment Act (WIA) of 1998, each Local Workforce Investment Board (LWIB), in partnership with the chief local elected official, is required to submit a Local Workforce Investment Area Business Plan for WIA Title 1B Adult, Youth and Dislocated Worker Programs for program years 2014 – 2016. The Governor has designated the City of Phoenix as a Local Workforce Investment area and as such, the law requires that the City submit a Local Business Plan.
