Office of Customer Advocacy

The Office of Customer Advocacy (OCA) in the Planning and Development Department was created to provide development assistance and case management for business customers new to the land development and building permit processes. Customers considering the adaptive reuse of an existing building for commercial purposes are encouraged to contact this office before beginning the building permit process.

Employer Visitation Program

Our team conducts visitations and interviews with local businesses to gather industry specific information, inform them about city services, and address their needs. We have tools and resources we can use to help you preform even better than you are performing now.

BRE interview results provide tactical and direct assistance to businesses that are expanding, in need of financial or management technical assistance, workforce development, or those at risk of leaving the city of Phoenix. A new portfolio management system creates a foundation for all participating businesses to receive ongoing assistance, which, in turn, should help them stay, grow and expand with our community.

EXPAND Program

The EXPAND Program assists Phoenix businesses in obtaining loans from eligible local financial institutions. EXPAND provides additional collateral, up to 25 percent of a loan amount. The amount of the collateral enhancement can range as high as $150,000. There is no ceiling on the loan amount. Loans can be for virtually any legitimate business purpose. Jobs creation is an essential element of any request for EXPAND assistance. With EXPAND, the successful applicant/borrower is able to receive a loan and the lender is in a more secure collateral position. Learn more...
