Early Voting Information

On Tuesday, Nov. 3, 2009, the City of Phoenix will hold a Special Council Election in which voters in Council District 3 will elect a Council Member to fill the remainder of a term that expires Jan. 3, 2012, and voters in Council District 6 will elect a Council Member in a Runoff Election.

Phoenix voters who reside in Council Districts 3 or 6 can vote early either by mail or at early voting locations.

Permanent Early Voting List
Arizona law allows a voter to place their name on a Permanent Early Voting List, which is maintained by the County Recorder. Once you are on this list, you do not have to request that an early ballot be mailed to you for each election. Instead, by being on this list, an early ballot will be mailed to you about four (4) weeks before the election. If you are on the Permanent Early Voting List and do not want an early ballot for this election, sign and return the postcard that was mailed to you in early July or notify the City Clerk not to send the ballot by calling 602-261-VOTE (8683) or TTY/602-534-2737. The signed postcard or other notification must be received by the City Clerk no later than Saturday, September 19. When choosing this option, you will not be mailed a ballot for this election, but your name will remain on the list for future elections.

Requests for an Early Ballot by Mail
Voters in Council District 6 who received a ballot by mail for the September 1, 2009 Council Election will receive a ballot by mail for the Runoff Election. Registered voters in Districts 3 or 6 who are not on the Permanent Early Voting List, but wish to receive an early ballot by mail, may request a ballot. Request forms are available by clicking here. Request forms can also be obtained by calling the City Clerk Department, Elections Division. The City Clerk must receive a signed, written request for an early ballot by mail no later than 5 p.m. on Friday, October 23.

Mailing of the Early Ballots
Early ballots will be mailed beginning about 30 days before the election (early October). If you will be away from your regular mailing address at that time and wish to have your ballot mailed to another address, please contact the City Clerk Department. The early ballot packet will include instructions for voting the ballot.

Voted early ballots must be received by the City Clerk Department by 7 p.m. on Election Day, November 3, 2009. The ballots may be returned by mail, be delivered to the City Clerk Department, or dropped off at any city polling place on Election Day.
