This report provides advance notice of liquor license applications that were received by the City Clerk during the period of Wednesday, May 28, 2008 through Tuesday, June 3, 2008.

 

INFORMATION

The liquor license application process includes the posting of a public notice of the application at the proposed location for twenty days and the distribution of an application copy or a copy of this report to the following departments for their review: Finance, Planning, Police, Fire, Street Transportation, Development Services, and the Maricopa County Health Department.  Additionally, License Services mails a notice to all registered neighborhood organizations within a one-mile radius of each proposed business location (excluding Special Events).

 

Additional information on the items listed below is generally not available until the twenty-day posting/review period has expired.

Pursuant to A.R.S. § 38431.02, notice is hereby given to the members of the City Council and to the general public that the City Council will hold a meeting open to the public on Tuesday, June 3, 2008, at 2:00 P.M. located in the City Council Chambers, 200 West Jefferson, Phoenix, Arizona.  Council members may participate by telephone.  As indicated in the Agenda, the City Council may vote to go into Executive Session, which will not be open to the public, for the purpose of discussing those matters listed on the Agenda.

Vice Mayor Neely moved that the Phoenix City Council, pursuant to Arizona Revised Statutes, Section 38-431.02.A, meet in Executive Session on Tuesday, June 10, 2008 at 1:00 p.m. in the East Conference Room, 12th Floor of the Phoenix City Hall, 200 West Washington Street, Phoenix, Arizona.  Councilwoman Williams seconded the motion, which passed unanimously.

 

INFORMATION REQUESTS ON FORMAL

AGENDA ITEMS.

 

This item is scheduled to give City Council members an opportunity to ask questions about the Formal Agenda on Wednesday, June 4, 2008.  If the information is available, staff will immediately provide it to the City Council member.

REPORTS BY THE CITY MANAGER.

 

This item is scheduled to allow the City Manager to report on changes in the City Council Agenda and provide brief informational reports on urgent issues.  The City Council may discuss these reports but no action will be taken.

 

Action Taken:

City Manager Frank Fairbanks acknowledged the City employees who have won awards for the month of June.  He acknowledged the Public Works Landfill crew members for winning the Arizona Solid Waste Association of North America Rodeo in Tucson in the scraper, compacter, dozer and front loader categories.  He noted the crew members consist of Jeff Colin, Rafael Jimenez, Edward Perez, Bobby Swadley, Jaime Gonzales, Phillip Lerma and Chris Jenkins.  He stated Mr. Swadley won the Top Gun scraper award for the fifth year in a row.

 

Mr. Fairbanks acknowledged Police Commander Jeri Williams and Economic Development Program Manager Fatimah Halim for winning the Angaza Award which is for outstanding women in the community engaged in improving the community.

 

Mr. Fairbanks recognized the Aviation Department as the first place winner for the National Public Technology Institute (PTI) Award.  He stated the award was for excellence in government technology.  He noted the department won for its Disaster Recovery Planning Program, which outlined a strategy to resume mission-critical airport technology after disaster.

 

Mr. Fairbanks acknowledged the Neighborhood Services Department for winning the Significant Achievement Award.  He stated the department was recognized for its Mobile Data Access Program.  He also indicated the department was recognized by the Mayor and Council for dealing with shopping carts left in the community and the Home Maintenance Program.

 

Mr. Fairbanks stated the Orpheum Theater was one of four City sites honored in AZCentral.com’s Best of 2008 Awards.  He noted the theater was a critic’s best pick for small venues.  He also stated Sky Harbor International Airport was a reader’s pick for best place for people-watching.

WATER QUALITY REPORT

This report provides the City Council with an update on water quality testing in the City of Phoenix drinking water system.

Action Taken:

Deputy City Manager David Cavazos provided a brief statement in reference to the City’s water quality and introduced Water Services Director David Modeer to present the update on water quality testing in the City of Phoenix drinking water system.

 

Mr. Modeer thanked the Mayor and Council for the opportunity to report on the quality of the water system in terms of the operation and what the department is doing to provide safe and secure water for the community.

 

Mr. Modeer provided a PowerPoint presentation which covered the following areas:  Historical Perspective on Phoenix Water Quality, Pharmaceuticals as an Issue, Sources of Pharmaceuticals in Drinking Water, Potential Sources of Pharmaceuticals, Effects of Pharmaceuticals in the Water, What is Phoenix Currently Doing and Why No Detection in Phoenix.

 

Mr. Modeer stated a therapeutic dose of medicine is typically prescribed by a doctor and the compound found in any drinking water system is 5,000 times lower than the dose prescribed by the doctor.

Mayor Gordon wanted to know if the data referenced one particular pharmaceutical drug.  Mr. Modeer indicated this type of pharmaceutical drug was the highest concentration of any pharmaceuticals found in drinking water systems in the United States.

 

Mayor Gordon wanted to know if the mixing of multiple pharmaceuticals would have an effect on the drinking water system.  Mr. Modeer noted there was currently no evidence indicating any impact to health based on the synergistic effects of multiple compounds.

 

Vice Mayor Neely commended staff for the hard work in reference to the study of pharmaceuticals in the water system.

 

Councilman Mattox stated he was in Cleveland, Ohio this past weekend at a National League of Cities Energy Environment and Natural Resources Committee meeting where the primary topic was pharmaceuticals and drinking water.  He noted the elected officials did not have a concept.  He commended staff for the thorough report on the miniscule amount of pharmaceuticals present in the drinking water.  He referenced a small drop in an Olympic-sized swimming pool to illustrate the level of pharmaceuticals.

 

Mayor Gordon thanked the City management team and the Water Department for the report.

ARIZONA’S BIOSCIENCE ROADMAP FIVE-YEAR UPDATE

In spring 2002, in partnership with the City and many other stakeholders, the Flinn Foundation commissioned the Battelle Memorial Institute (Battelle) to conduct a comprehensive study of the biosciences sector in Arizona to assess the state’s competitive position in the biosciences and to develop a strategic plan for the bioscience industry for the next decade.  This report provides information to the Mayor and City Council on Arizona’s Bioscience Roadmap five-year update.

Action Taken:

Deputy City Manager Rick Naimark provided a brief statement in reference to the future of Bioscience in Phoenix and the state.  He introduced Downtown Development Office Director John Chan and Dr. Walter Plosila, Senior Advisor with Battelle Technology Partnership.  Mr. Naimark acknowledged Saundra Johnson, Executive Vice President of the Flinn Foundation.

 

Dr. Plosila presented a PowerPoint presentation illustrating the following points: Inherited/Created Assets in the New Economy, Why Should Arizona and Phoenix Invest in Bio, Arizona Bioscience Roadmap, the 10-year Vision, Statewide Approach, What Makes Arizona Unique, Success Metrics (2002-2006), Roadmap Implementation, Arizona Targets of Opportunity (2002-2005), Arizona Signature Opportunities Going Forward and the Arizona Bioscience Vision (2007-2012).

 

Dr. Plosila stated the goal was to develop Arizona as a global biomedical research and bioscience commercial center over the next 20 years.  He indicated the steps would be to make strategic investments in research infrastructure and commercialization in addition to recruiting intellectual capital.

 

Councilman Stanton noted the overwhelming skepticism in reference to the initial investment in biosciences.  He indicated the investment in biosciences was initially thought to have been a waste of effort as Phoenix was far behind areas such as Boston and San Francisco.  He noted the investment was made in the best and brightest which has become T-Gen.  He acknowledged the Flinn Foundation for the tremendous role of guiding the public bodies, business leaders and others.

 

Dr. Plosila thanked the Mayor and Council for the collaborative effort and support.

BIOSCIENCE REAL ESTATE MARKET UPDATE

The investment by the City of Phoenix and the State of Arizona in the development of the bioscience industry has attracted bioscience companies and is attracting an employment base that is building the knowledge based economy which is needed in the twenty-first century.  This effort to develop a bioscience industry and knowledge base workforce is being realized with the continued development of the PBC and other successes throughout the state.  This report provides information to the Mayor and City Council on Arizona’s Bioscience Real Estate Market.
