HOUSING DEVELOPMENT MANAGER

RECRUITMENT DATES October 29, 2007 - Until selection is made. First review of application material will occur on November 16, 2007.

SALARY $64,314 - $95,909 annualized.

EXPERIENCE Requires five years of responsible experience in housing development at a level requiring the supervision of, or direct project management of, the planning and design of projects, financial analysis of project proposals, negotiations with public entities, and the coordination of legal document preparation. A bachelor’s degree in public or business administration, economic development, real estate, urban planning, or a related field is also required. Significant experience in direct management of affordable public housing development projects, residential real estate development or coordinating multi-layered financial developments and underwriting is preferred. Other combinations of experience and education that meet the minimum qualifications may be substituted.

DUTIES Responsible for the coordination and supervision of all activities involved in the implementation of numerous Federal, State, and General Obligation Bond Programs with specific focus being given to financial analysis as well as other programs for affordable rental or ownership housing. Work involves the preparation of conceptual designs, soliciting participation in programs coordinating proposals with various City, State and Federal agencies for approval of funding assistance, developing strategies for joint participation and financial planning, site and structural design analysis, negotiation of development agreements with private sector developers, economic viability analysis, and oversight of construction/redevelopment budgets, and facility management. Currently there is one vacancy in the Housing Department.

ALSO REQUIRED All positions in this classification require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess an appropriate valid Arizona driver's license, possess personal insurance coverage, and have an acceptable driving record.

RESIDENCE Maricopa County residency is required within 24 months after the date of hire and must be maintained.
