CITY COUNCIL POLICY SESSION

TUESDAY, OCTOBER 7, 2008 - 3:15 P.M.

CITY COUNCIL CHAMBERS

Pursuant to A.R.S. § 38.431.02, notice is hereby given to the members of the City Council and to the general public that the City Council will hold a meeting open to the public on Tuesday, October 7, 2008, at 3:15 P.M. located in the City Council Chambers, 200 West Jefferson, Phoenix, Arizona.  Council members may participate by telephone.  As indicated in the Agenda, the City Council may vote to go into Executive Session, which will not be open to the public, for the purpose of discussing those matters listed on the Agenda.

Action Taken:

Mayor Gordon called the meeting to order at 4:55 p.m.  Vice Mayor Neely and Council members Baier, Johnson, Mattox, Nowakowski, Simplot, Stanton, and Williams were present.

UPDATE ON 7TH AVENUE AND 7TH STREET REVERSE LANE STUDY - (Discussion and Possible Action)

This item is for discussion and possible action.

Action Taken:

Councilman Simplot moved for motion to maintain reverse lanes with improved signage, implement photo radar along 7th Street and Avenue, and add a traffic signal at the pedestrian crosswalk of 7th and Glenrosa Avenues.

 

Councilman Nowakowski seconded the motion.

 

Mr. Simplot added the purpose of the photo radar was to increase safety and the revenue from it would offset the costs of the added signage and traffic signal.

 

Councilwoman Williams, said she does not support the motion and would like a one year pilot project to evaluate the effects of cut through and light rail.

 

Mr. Simplot amended the motion to include the study recommended by Ms. Williams and a set time frame.

 

Ms. Williams responded she would support the motion if the time frame was for one year.

 

Vice Mayor Neely asked for clarification of the motion.

 

Mr. Simplot replied the motion was to maintain the reverse lanes with improved signage.

 

Ms. Williams responded she does not support improved signage and supports a one year study.

 

Mayor Gordon stated if the motion passes then City staff would return with an evaluation of costs before it would be implemented.

 

Vice Mayor Neely asked what department budget would the photo radar come from.

 

City Manager Frank Fairbanks stated the Public Safety & Veterans subcommittee is studying the issue of adding additional photo radar and the options that go along with it. He added photo radar does reduce red light running and driving speeds but it does not produce much revenue.

 

Ms. Williams withdrew her support for the motion.

 

Mr. Simplot amended his motion and moved for continued study of this item which would include analysis of: additional electronic sign alternatives; financial impact of photo radar implementation; the addition of a traffic signal at the pedestrian crosswalk of 7th and Glenrosa Avenues; and the impact of light rail.

 

Vice Mayor Neely amended the motion to include the impact of the light rail which would move the start date of the study to January 2009.

 

Councilman Mattox added he supports the motion and suggests Council decide on the issue before the 2009 summer recess. He added he opposes reverse lanes and would like for alternatives to address congestion concerns.

 

Councilman Stanton seconded the motion, which passed unanimously.

Action Taken:

Mayor Gordon adjourned the meeting at 5:25 p.m.
