The Strategic Management Team is currently involved in the development and implementation of several of the 2004-2006 Policing Plan Issue goals, including Patrol Configuration, Promotions and Career Planning, and Perception of Safety. The Team is also responsible for marketing the plan to the public and the employees, which creates a common understanding of the issues and provides a clear focus on the direction of the Department.

Additionally, the Team has an integral part of Mayor Phil Gordon's proposals for the future of Public Safety. The proposal is a multifaceted approach to enhance the safety of Phoenix neighborhoods. Action plans are being developed and funding is still pending. The concepts provided by Mayor Gordon align with the 2004-2006 Policing Plan, and ensure commitment to the established direction of the Department.

The goal of the Team is to research current best practices in policing and provide the leaders of the Department with innovative concepts to make Phoenix the safest major city. While we work with other police agencies to learn new concepts, we also provide new concepts to others involved in policing. One example is the recent publication of an article on strategic management written by Sergeant Kim Charrier. The article, "Strategic Management in Policing: The Role of the Strategic Manager", which is in the June 2004 issue of The Police Chief magazine, discusses how strategic management can work to improve the performance of an organization by helping to drive cultural change within the organization.

The Department has developed a Needs Assessment which charts the evolving personnel and special equipment needs of each work unit as conditions change over time. The chart is used in decision making and prioritizing of funds allocated by the City Manager. This Assessment is the responsibility of the Strategic Management Team and will be updated quarterly to reflect the goals of the 2004-2006 Policing Plan.
