About the Process
Phoenix Sky Harbor International Airport’s Security Badging Office provides its business partners and their employees with badging and fingerprinting services that are needed for employees to work at Sky Harbor International Airport (PHX).
The process to request a new badge, to renew a badge, or to setup your company at PHX, can be initiated through this Web site, which contains the necessary forms, information and office hours to help you through the process. By reviewing the information and completing the necessary forms before arriving, the process will proceed more smoothly and quickly.
PHX Airport issues three main types of badges: 1) the Security Identification Display Area (SIDA) badge, which provides unescorted access to the secured side of the Airport, including ramps and Air Operations Area (AOA); and 2) the Non-SIDA badge, which authorizes an employee through the screening process at the security checkpoints, but does not authorize unescorted access to the SIDA, ramps, or Aircraft Operations Area (AOA); and 3) the Public badge, which authorizes access to public areas such as the Rental Car Center.
How to Obtain a Badge
1. For new badge holders, the security badging process takes place in 3 steps: applicant record building/fingerprinting, training and badge issuance. During the initial step of the badging process, the applicant submits the following to the badging office staff member:
2. The Badge Application
- For SIDA or NON-SIDA badge applicants, download and print the APPLICATION FOR SKY HARBOR INTERNATIONAL AIRPORT COMPANY SECURITY BADGE.
- For NON-SIDA badge applicants whose work related duties require access to the Rental Car Center, download and print the APPLICATION FOR SKY HARBOR INTERNATIONAL AIRPORT PUBLIC BADGE in addition to the SKY HARBOR INTERNATIONAL AIRPORT COMPANY SECURITY BADGE.
- If your company requires you to have escorting privileges, download and print the ESCORT AUTHORIZATION APPLICATION.
3. Complete the badge application form and obtain the necessary signatures. Please remember these basic instructions when filling out the application:
- Complete the form using BLACK ink only
- Type or print information legibly
- ALL correction tapes/fluids are prohibited – if you make a mistake, please print and complete a new form
- All three sections must include original signatures by the necessary parties – stamped signatures are not accepted
- Applications must be presented to the Security Badging Office within 30 days of a sponsor’s signature
- Do not fold or staple the application
In addition, use the following information as a guide for completing each section on the application:
- Top Section
- Must be completed by the applicant with an original signature and date
- Middle Section
- Must be completed by an authorized signer designated for that company
- New companies must register with the Security Badging Office. See NEW COMPANY SETUP.
- Aircraft Operator Certification Section (SIDA applicants)
- If employed by an airline, this information is obtained through the employer.
- An authorized signature is needed, granting/authorizing access
- Bottom Section
- To be completed by the Aviation Department
4. Download and print the SECURITY THREAT ASSESSMENT APPLICATION (STA).
Use the following information as a guide for completing each section on the application:
- Top Section
- Must be completed with the applicant’s personal information
- Middle Section
- If the applicant is Not a citizen of the United States, he/she will complete the first boxed section
- All applicants must complete the second boxed section entering their information for List A, if you do not have a document from List A, you will need to provide a document from both List B and C as designated on the List of Acceptable Documents
- All documents listed must be provided as originals to the Security Badging Office for review in order to proceed with the badging process
- Bottom Section
- Applicant must review the information and sign with an original signature and date
5. First time applicants are required to clear an electronic, fingerprint-based criminal history records check before a badge can be issued. Download and print the Fingerprint Criminal History Records Check Application or read related Frequently Asked Questions. Applicants are required to read, sign and answer each question individually on the Fingerprint Application before receiving fingerprint services. This application lists the 36 convictions that disqualify applicants from receiving a badge.
6. Turn in your completed application forms with proper signatures to the Badging Office. You will be fingerprinted (if required) at this time. In addition to the application materials you are required to have your identification and employment eligibility ID’s with you.
Two (2) forms of identification:
- One (1) MUST be a valid, non-expired, government-issued photo ID, such as a driver’s license, military ID, or passport. If applying for airport driving privileges, you must present a state issued driver's license issued within the United States.
- A second identity form includes any of the above, social security card, birth certificate, company ID, or school ID.
- Non U.S. citizen applicants MUST present their employment authorization documentation. An Alien Registration Card must be presented for verification and a Non-Immigrant Visa (U.S. issued, found inside passport) must be presented if applicable..
Generally, criminal history results are returned within five business days. The company will be notified once the Security Threat Assessment and Criminal History Records Check clearance are received. Applicants have 30 days from notification date to return to the Security Badging Office to attend the applicable training course and to claim the badge. Airline-sponsored applicants will be notified of this clearance through the carrier. Failure to return within this time frame will cause the application to expire, forcing employees to reapply and start the process over with additional fees. Reminder: applicants cannot be issued a badge until the SECURITY THREAT ASSESSMENT APPLICATION is submitted and approved by the Transportation Security Administration.
7. Security Training. This is mandatory training for the applicant, except for those whose work related duties require a public badge, and must be successfully completed before a badge can be issued. PHX uses an INTERACTIVE COMPUTER-BASED TRAINING PROGRAM and the training schedule is below:
- Monday through Friday: 8:30 a.m. – 4:30 p.m.
- Cut-off time to begin training is 2:30 p.m.
If your company requires you to be trained in fuel handling procedures, you must be issued a Fuel Handler's Endorsement. Download the STUDY GUIDE FOR FUEL HANDLERS.
If your company requires you to be trained in operating an electric cart, you must be issued a Cart Driver Permit. Download the ELECTRIC CART STUDY GUIDE.
8. Badge Renewals. For SIDA applicants download and complete the APPLICATION FOR SKY HARBOR INTERNATIONAL AIRPORT COMPANY SECURITY BADGE application, according to the instructions. There is no need to complete another Security Threat Assessment Application when renewing your badge. Badge-holders are required to renew access privileges within 30 days prior to badge expiration. Failure to renew after 30 days requires that the employee complete the application process from the beginning as a first-time applicant, including the fingerprinting process and security training.
New Company Setup
Before a security badge is issued to employees of a company, the company must establish an operational need to work in the restricted/secure and or sterile areas of the airport.
Download the NEW COMPANY INFORMATION MANUAL, where you will find information and answers to frequently asked questions that will help to get your company established within our system.
The Security Badging Office requires the following documents to establish a new company:
- A Letter of Verification from the company that is sponsoring your activity at the airport that states the scope of work to be performed, the work location, and the start and end dates of the project. The Badging Office will not accept “ongoing” as a completion date.
- Company Application. Download and complete the COMPANY APPLICATION FOR AIR OPERATIONS ACCESS. Your company will be requested to set up one or more Authorized Signers. Authorized Signers will be your company’s main point of contact for the Security Badging Office.
- Proof of Insurance. If your employees will be driving vehicles and/or motorized equipment in the restricted areas of the airport (on the airfield), you will be required to provide the Security Badging Office with proof of insurance. Download the VEHICLE IDENTIFICATION AND INSURANCE INFORMATION.
Employees working in restricted/secure and or sterile areas will be required to:
- OBTAIN SIDA OR NON-SIDA SECURITY BADGES
- Review the Computer-Based Security and Driver’s TRAINING INFORMATION
- Fill out a Prohibited Items and TOOL RESPONSIBILITY FORM

Fingerprinting/Background Check FAQs
Q: I’ve completed the fingerprint process. What happens next?
- The fingerprints are submitted for a check on any criminal history over the past 10 years. The documentation that you present must show that you are eligible to be in and can work in the United States. The total process should take approximately 10 business days.
Q: If my background check results are cleared what happens next?
- Once both background checks are passed, the Badging Office will notify your employer. Your employer is responsible for contacting you and advising you to go to the Badging Office in order to obtain your badge.
Q: How long should I wait before I call to ask about the results of my background check?
- Ten (10) business days.
Q: Who should I call if I want to find out the results of my background check?
- You must contact your employer. Please do NOT call the Badging Office.
Q: I have contacted my employer after 10 business days and the employer advised me to call the Badging Office. What should I do?
- If you have not received a letter from the Badging Office, advise your employer of this instructional document and ask them to have an authorized signer contact the Badging Office on your behalf. The Badging Office will research the inquiry and inform your employer of the progress of your background check.
NOTE: After your company has been notified that you are cleared and ready to come in for training and to receive a badge, you will have 30 days to come into our office to pick up your badge. If you do not come in prior to the 30 days, you will be required to be re-fingerprinted.
