SUBJECT:

I-10 WEST HIGH CAPACITY TRANSIT ANALYSIS UPDATE

This report provides the City Council with an update on the I-10 West High Capacity Transit Analysis being conducted by METRO.  The I-10 West Corridor is one of the high-capacity transit corridors approved by the voters in Proposition 400.  This briefing will focus on the definition and evaluation of the alignment alternatives in the Downtown Phoenix/Capitol Mall portion of the study area.

THE ISSUE

The project was initiated in September 2007 to study the I-10 West Corridor from the initial 20-mile light rail transit starter line in downtown Phoenix to the vicinity of 79th Avenue.  High Capacity Transit improvements under consideration include Bus Rapid Transit, Light Rail Transit, and Express Bus alternatives.

In April 2008, the City Council approved a recommendation to locate the transit alignment within the I-10 right-of-way from I-17 west to 79th Avenue.  This position was subsequently adopted by the METRO Board and the MAG Regional Council.

OTHER INFORMATION

Moving out of the freeway corridor and into downtown required studying both north/south and east/west connections to provide service to the Capitol Mall area and to the initial light rail starter line.  To make it easier, the downtown area was divided into three study areas.

  • Connections to the initial light rail line as near to the Washington/Jefferson and Central/1st Avenue area as possible.
  • East/west alignments along major streets such as Van Buren, Washington, Jefferson, Adams, Madison, and Jackson to west of the State Capitol.
  • North/south alignments along 19th Avenue or the east side of I-17 to connect to the alignment in the I-10 median.

The project team has developed a range of downtown alignments, which will be reviewed with the City Council.
