Financial Assistance for Phoenix Water Customers

​The City of Phoenix offers resources aimed at assisting those who are having trouble paying for water service.

From our local initiatives like Project Assist, we strive to ensure our customers receive the help they need.

Here, you'll find information about resources, eligibility criteria, how to apply, and contact details for various programs. 

​PROJECT ASSIST

Customers may request assistance with payment of their City Services Bill through the Human Services Dept. Community Services Program two different ways:

How to apply:
  • To apply for enrollment in the Project Assist Program, customers need to schedule an appointment by calling the Phoenix’s Human Services Dept. at
    602-534-2433. Appointments are limited, and customers may begin calling at 7 a.m. on Monday mornings.
  • Apply online at phoenix.gov/phxhelp4u 
Eligibility criteria
  • Must reside in Phoenix
  • Have a Phoenix City Services Bill
  • At or below 200% of the federal poverty income level
What is Project Assist?
  • Project Assist is a City of Phoenix program, administered by the Human Services Department, that provides financial assistance to low-income households experiencing crisis to resolve their City Services bills (water, trash, and sewer).
  • Project Assist is funded through the Water Services Dept. and donations from water customers.
  • Customers who want to donate to the fund can do so at the time of payment, either online or by mail.
  • This​ form allows Phoenix AutoPay customers to start, change, or cancel their monthly Project Assist donation.

For customers who are unable to access or do not qualify for Project Assist, there are other sources for help:


Arizona Information and Referral Services (2-1-1 Arizona)
  • Arizona Information and Referral Service operates 24 hours per day, seven days per week and every day of the year. Live-operator service is available at all times in English and Spanish, and assistance is available in other languages via real-time interpreter services.
  • 2-1-1 Arizona operators will help individuals and families find resources that are available to them locally and provide connections to critical services.

Low Income Household Water Assistance Program (LIHWAP)
  • The Low Income Household Water Assistance Program (LIHWAP) is available statewide and provides Arizona households with financial relief toward water and wastewater bills. Eligible households can receive up to $3,000 in water assistance, depending on their need. Assistance includes water service restoration, past-due obligations, and future bills.

  • Customers can contact LIHWAP program Monday through Friday, 8 a.m. to 5 p.m. by calling the hotline at 1-833-453-2142.
The Society of St. Vincent De Paul
  • Utility Bill Assistance 
  • The organization offers one-time rent, mortgage, and utility assistance for those in need. You must call the Resource Center at 602-850-6948 to make an appointment.
The Salvation Army Metro Phoenix

  • A limited amount of financial assistance is available each month. Eligibility and availability are based upon a variety of factors.
