The Contracts Administration Section of the Engineering and Architectural Services (EAS) Department is responsible for the advertisement, selection, negotiations, and contract preparation for all engineering and architectural-related services associated with construction projects citywide. These professional consultants are selected through "a qualifications-based selection" process. The section is also responsible for managing the selection of contractors for construction manager at risk and design/build projects.

Pre-submittal conferences are not held on all procurements, but are published to communicate the firms that may be interested in a particular procurement.
