The City of Phoenix makes a recommendation to the Arizona Department of Liquor Licenses and Control (DLLC) on whether a Wine Festival License Application for a location in Phoenix should be granted or not. *The Arizona Department of Liquor Licenses and Control (DLLC). issues all liquor licenses. Once the City of Phoenix completes the application review/approval, the DLLC requires additional review/approval time for wine festival licenses.
