Street Vending
■ There are two types of licensing categories for street vending:
Street Vending Food: Peddling, vending, selling, displaying, or offering for sale any food product or toy between the curblines or, if none, then that portion of the right-of-way between the lateral boundary lines of the demarcated unsurfaced street.
Street Vending Non-Food: Peddling, vending, selling, displaying, or offering for sale any item of tangible personal property or other thing of value, other than a food product or a toy, that occurs between the curblines, or, if none, then that portion of the right-of-way between the lateral boundary lines of the demarcated unsurfaced street.
■ Street vendors must obtain a Street Vending (Food or Non-Food) License from License Services prior to beginning operations.
■ The Street Vending License is for vending in the street and not for vending on private property (see Mobile Vending) or on sidewalks (see Sidewalk Vending).
■ Street Vending is prohibited between 7th Avenue and 7th Street, from Fillmore Street to Jackson Street.

Mobile Vending
■ There are two types of licensing categories for mobile vending:
Mobile Food Vendor: Means a person who sells, serves, offers for sale, or gives away only food from a mobile food vending unit parked or located on a private parcel of property. This term does not include a person who operates a mobile food vending unit that visits multiple private property sites on a daily basis for no more than thirty minutes per site per day.
Mobile Vendor: Means a person who peddles, vends, sells, serves, displays, offers to sell or gives away goods, wares, or merchandise from a mobile vending unit which is parked or located on a parcel of private property. This term does not include a mobile vending unit that visits multiple private property sites on a daily basis for no more than thirty minutes per site per day.
■ Mobile Vendors must obtain a Mobile Vending (Food or Non-Food) License from License Services prior to beginning operations.
■ Mobile Vending Licenses are issued to a specific mobile vendor (individual or business) to operate at a specific location. (The license does not allow a mobile vendor to operate at multiple locations under the same license.)
■ The Mobile Vending (Food or Non-Food) License is for vending on private property and not for vending in the street (see Street Vending) or on sidewalks (see Sidewalk Vending).
■ Mobile Vendors (Food or Non-Food) can only operate on properties zoned A-1, A-2, or C-3.
■ One licensed Mobile Vendor (Food or Non-Food) can not be located within 1,320 feet of another licensed mobile vendor, on the same side of the street.
■ Mobile Vending License exemptions: No license shall be required for a mobile vendor or a mobile food vendor who:
A. Is regulated under the Administrative Temporary Use Permit process pursuant to Section 708.C of the Phoenix Zoning Code; or
B. Is regulated as a Shopping Center Promotional Event pursuant to Section 637.A.4 of the Phoenix Zoning Code; or
C. Is regulated as a Farmers Market or Community Garden pursuant to the Phoenix Zoning Ordinance; or
D. Solely distributes drinking water for no charge.

Sidewalk Vending Downtown
■ Sidewalk vending is only allowed between 7th Avenue and 7th Street, from Fillmore Street to Jackson Street.
■ Sidewalk vending sites are awarded annually (for January 1 through December 31) by a bid process and require a license agreement contract with the City.
