District 1 Office Staff

The District 1 staff is here to serve the needs of residents. We answer questions, refer residents to city departments and take suggestions from residents. Please do not hesitate to call or e-mail us at any time.


Judy Lorch, chief of staff
Judy was employed by the Maricopa County Sheriff for 28 years and retired as the Substance Abuse Treatment Programs Administrator. She has a master’s degree in Forensic Psychology. Judy is excited to work with the City Council, Mayor’s staff members and to serve the citizens of Phoenix, especially those in District 1.

Rachelle Hadland, research analyst

Prior to joining the District 1 staff, Rachelle worked in her home state of North Dakota for the Office of Governor John Hoeven, and in 2010 joined his campaign for U.S. Senate.  She became the Special Projects Coordinator for the Senator’s Office in 2011. Rachelle completed her Bachelor of Arts in Political Science and History at North Dakota State University.  She is an alumna of Kappa Alpha Theta Fraternity, and a former member of the North Dakota State Board of Higher Education.  In her current position, Rachelle helps coordinate district events and assists constituents with neighborhood issues and city services.
