Last night was the final public meeting of the City Council Pension Fairness and Spiking Elimination Ad Hoc Subcommittee.  I want to thank the residents and city employees who attended the four meetings the Subcommittee held Sept. 17, Sept. 23, Oct. 1, and Oct. 8 and provided their input and comments for the discussion.  The dedication and commitment of City of Phoenix employees to the community makes Phoenix a better place to live. 

I would also like to thank Councilmembers Tom Simplot, Thelda Williams and Daniel Valenzuela for their service on the Subcommittee.  Many hours were spent understanding the City pension system, reviewing alternative options and ultimately approving recommendations to provide greater clarity and transparency to the system. 

Although I believe we should go further and exclude previously accrued sick time and vacation leave from pension calculations, the ad hoc subcommittee voted unanimously to make the following recommendations and provided clear direction that the following items cannot be included when calculating pensions: 

1) communication and transportation allowances; 

2) retirement contribution reimbursement; 

3) Public Safety Enhanced Regular Compensation payments; and 

4) sick time and vacation leave accrued in the future. 

The full council will consider the subcommittee’s recommended changes at 2:30 p.m. on Oct. 22 at the Phoenix City Council Chambers, 200 W. Jefferson St.
