Drivers should be aware of the following city of Phoenix roadway restrictions and are encouraged to allow for additional travel time.
This weekly restrictions news release also includes funeral procession information for Phoenix Fire Fighter Bradley Harper and Phoenix Police Officer Daryl Raetz, who died in the line of duty.
Memorial Service Processions
PHOENIX FIREFIGHTER BRADLEY HARPER MEMORIAL SERVICES – FRIDAY, MAY 24
The services for Phoenix Fire Fighter Bradley Harper will be conducted at Christ Church of the Valley, 7007 W. Happy Valley Road and Greenwood Cemetery, 719 North 27th Avenue.
- 67th Avenue and Happy Valley Road will be restricted from approximately noon to 3 p.m. on Friday, May 24.
- McDowell Road between Black Canyon Highway (Interstate 17) and 27th Avenue will be restricted from approximately 2:15 to 3:30 p.m.
- 27th Avenue between McDowell Road and Van Buren Street will be restricted from approximately 2:15 to 3:30 p.m.
- Westbound Van Buren Street will be closed beginning at approximately 2:15 p.m. from Black Canyon Highway (Interstate 17) to 27th Avenue.
Local access will be available.
Police will be onsite to assist with traffic control.
Drivers are encouraged to use alternate routes and allow for additional travel time during this period.
PHOENIX POLICE OFFICER DARYL RAETZ MEMORIAL SERVICES – SATURDAY, MAY 25
The services for Phoenix Police Officer Daryl Raetz will be conducted at Christ Church of the Valley, 7007 W. Happy Valley Road and Phoenix Memorial Park and Mortuary, 200 W. Beardsley Road.
- 67th Avenue will be restricted from Happy Valley Road to Pima Freeway (State Route 101) from 10 a.m. to 1 p.m. on Saturday, May 25.
- Seventh Street will be restricted at the Pima Freeway (State Route 101) frontage roads.
- Local access will be available.
- Police will be onsite to assist with traffic control.
- Drivers are encouraged to use alternate routes and allow for additional travel time during this period.
New Street Restrictions
DOVE VALLEY ROAD/SONORAN DESERT DRIVE GRAND OPENING SATURDAY, MAY 25
Dove Valley Road will be restricted to one lane in each direction between 22nd Avenue and Paloma Parkway from 6 a.m. to 5 p.m.
Local access will be available.
Police will be onsite to assist with traffic control.
Drivers are encouraged to use caution when driving through this area.
Special Events
PHOENIX COMICON ZOMBIE WALK – 8:15 P.M. FRIDAY, MAY 24
The walk will begin at Third and Washington streets and end at Third and Monroe streets.
The following streets will be closed starting at 7 p.m.:
- Washington Street – Central Avenue to Fifth Street
- Adams Street – Central Avenue to Second Street
- Monroe Street – Central Avenue to Fifth Street
- Central Avenue – Jefferson to Van Buren streets
- First Street – Van Buren to Washington streets
- Second Street – Van Buren to Washington streets
- Third Street – Van Buren to Washington streets
Police officers will be onsite to assist with traffic control.
All streets will open to normal traffic by 9 p.m.
Drivers are encouraged to use alternate routes and allow for additional travel time during this period.
PHOENIX CARNIVAL PARADE – 11 A.M. SUNDAY, MAY 26
This event will start and finish at 17th Avenue and Adams Street.
The following streets will be closed 10:30 a.m. Sunday, May 26:
- Washington Street – Seventh to 15th avenues
- Adams Street – 15th to 19th avenues
- 17th Avenue – Adams to Jefferson streets
- Jefferson Street- Seventh to 19th avenues
Police will be onsite to assist with traffic control.
All streets will be open to normal traffic by 2 p.m. Sunday, May 26.
Drivers are encouraged to use alternate routes and allow for additional travel time during this period.

Continuing Restrictions
- Broadway Road – 31st and 35th avenues, partial restriction due to a city of Phoenix Water Department and Talis Construction Corporation water infrastructure improvement project, completion scheduled for mid-July.
- Flamenco Drive and Country Gables Drive, full closure due to a city of Phoenix Design and Construction Management traffic calming project, completion scheduled for mid-July.
- Baseline Road at 14th Street, partial restriction due to a Street Transportation Department Design Construction Management storm drain installation and utility work, with completion scheduled for May.
- Cave Creek Road - Peak View Road to Tatum Boulevard, partial restriction due to construction of two manholes, as part of a city of Phoenix Water Services Department sanitary sewer project, with completion scheduled for May.
- Jefferson Street – Central Avenue to First Street, partial restriction due to CityScape’s hotel construction, with completion scheduled for May.
- Southern Avenue at 22nd Street, partial restriction due to a city of Phoenix Design and Construction Management drainage improvement project, completion scheduled for late June.
- Village Drive – Camelback Road to 44th Street, full closure due to a Maricopa County Flood Control District and city of Phoenix major storm drain installation project, with completion scheduled for May.
- 19th Avenue, Grand Avenue and McDowell Road intersection, partial restriction due to an Arizona Department of Transportation improvement project of US 60 (Grand Avenue). The project will include pavement improvements, road construction and new right-turn lanes and sidewalks at various locations. New lighting, landscape, screen walls and fencing will be included in the project, with completion scheduled for December. - 22nd Street – Southern Avenue to Alta Vista Road, full closure due to a city of Phoenix Design and Construction Management drainage improvement project, completion scheduled for late June.
- 24th Street - Osborn to Indian School roads, partial restriction due to a city of Phoenix Design and Construction Management waterline installation project, completion scheduled for June.
- 56th Street – State Route 101 to Deer Valley Road, partial restriction due to a city of Phoenix Planning and Development Department storm drain project, with completion scheduled for May.
- Northwest light rail extension - Ongoing restrictions along 19th Avenue and cross streets related to light rail northwest extension construction. 19th Avenue between Bethany Home Road to Dunlap Avenue will be reduced to one lane in each direction for utility relocation.
