Purpose:  

The purpose of this contest is to involve young people in educating the community about the dangers of underage drinking.  Students will create a 30 second video and/or a 30 second audio Public Service Announcement (PSA) promoting the prevention message.  The goal is to have teen involvement in the project, and stop underage drinking.

Funding:

Funding for this program has been made possible by a grant from the Oversight Council on Driving or Operating Under the Influence Abatement.

Participating Schools:  

All High Schools within the City of Phoenix are invited to participate.  ONLY ENTRIES FROM HIGH SCHOOLS LOCATED WITHIN THE CITY OF PHOENIX WILL BE ACCEPTED.

Overview:

The Phoenix Police Department is introducing the contest to High Schools within the City of Phoenix. The contest rules and instructions are available on-line via the Phoenix Police Department website at phoenix.gov/police.

There is no limit on the number of entries each school may create. However, ONLY ONE (1) entry from each category (video and audio) will be accepted from each High School. It will be the responsibility of the school to choose their entry to be submitted.  The final entries from each school must be received by the Phoenix Police Department Public Affairs Bureau, located at 620 W. Washington, Phoenix, Arizona, 85003 by January 31st, 2014, at 5:00 p.m.  

The entrants from the schools will be placed on YouTube for the public to view and vote on their favorite PSA.  It will be the responsibility of the school to insure the content of their PSA is appropriated and suitable for viewing by general audiences.  The top ten (10) entries in each category (video and audio) with the most votes will be the finalists and will be submitted to the panel of judges for the final phase of the judging.

From those ten finalists the judges will select one first place finisher in each category, as well as a second and third place finisher.  The High School providing the winning video PSA entry will receive a $5,000 money order or equivalent gift certificate that must be used to purchase equipment and/or supplies for the school’s Audio Visual, Media Relations, Communications or similar type program. The school submitting the second place finisher will receive a $4,000 money order or equivalent gift certificate and the school submitting the third place finisher will receive a $3,000 money order or equivalent gift certificate.  

The High School providing the winning audio PSA entry will receive a $3,000 money order or equivalent gift certificate that must be used to purchase equipment and/or supplies for the school’s Audio Visual, Media Relations, Communications or similar type program. The school submitting the second place finisher will receive a $2,000 money order or equivalent gift certificate and the school submitting the third place finisher will receive a $1,000 money order or equivalent gift certificate.

Funding for the contest was obtained through a grant from the Oversight Council on Driving or Operating Under the Influence Abatement, which is staffed by the Governor’s Office of Highway Safety.

Rules 

1) No purchase is necessary to enter.  The contest is open to high school students attending schools within the City of Phoenix.

2) Entries will be judged on accuracy, creativity and effective communication of the Stop Underage Drinking prevention message.  

3) Entries must be the students’ own work.

4) Each school can submit one entry for each category, video and audio.

5) The video Public Service Announcement (PSA) CANNOT be longer than 30 seconds in length.

6) The audio Public Service Announcement (PSA) CANNOT be longer than 30 seconds in length.

7) The content of the PSA must be suitable for airing on commercial television or radio.

8) NO LAWS can be broken in the creation of the PSA.

9) It will be the responsibility of the entrants and their schools to comply with the laws concerning the use of any copyrighted materials in the production of their PSA.

10) The content of the video must not contain inappropriate violence or graphic content, which would preclude it from being utilized for general audiences.

11) The Phoenix Police Department reserves the right to disqualify any entry that does not meet the requirements or is deemed to have inappropriate content.

12) The PSA’s will only be accepted in DVD, MPEG, WMV or MOV formats.

13) The Phoenix Police Department and the City of Phoenix is not responsible for lost, damaged or mislabeled entries.

14) Entries become the sole property of the Phoenix Police Department and the City of Phoenix and will not be returned.

15) The credits in the PSA must include the school name, the Phoenix Police Department and the Oversight Council on Driving or Operating Under the Influence Abatement.

16) By submitting the PSA, entrants give their permission for their artwork, slogans and images to be used for the purpose of promoting the Stop Underage Drinking campaign without any compensation.  

17) By submitting the entry, all persons appearing in the PSA give their permission for their likenesses to appear in print, television, electronic and other media coverage promoting the contest.

18) “Release of Liability” forms must be signed and included with the entry, for all individuals appearing in the PSA.

19) Deadline for submission of entries is January 31, 2014 at 5:00 P.M.  All entries MUST be received in the Phoenix Police Department Public Affairs Bureau, located at 620 W. Washington, Phoenix, Arizona, 85003, by that time.

20) Ten (10) finalists in each category will be chosen through voting on YouTube from the entries submitted.

21) The (10) finalists in each category will be submitted to a panel of independent judges.

22) The judges will select first, second and third place finishers from the finalists in each category.

23) The decision of the judges will be final.

24) The winners will be announced at an awards ceremony, on April 9th, 2014.

25) The top ten PSA’s in each category will be aired on City of Phoenix Channel 11.

26) The winning entry in the video PSA will air in local movie theatres.   

Prizes:

Video Public Service Announcement category:

1) One (1) First Place Prize, consisting of a $5,000 money order or comparable gift certificate.

2) One (1) Second Place Prize, consisting of a $4,000 money order or comparable gift certificate.

3) One (1) Third Place Prize, consisting of a $3,000 money order or comparable gift certificate.

Audio Public Service Announcement category:

1) One (1) First Place Prize, consisting of a $3,000 money order or comparable gift certificate.

2) One (1) Second Place Prize, consisting of a $2,000 money order or comparable gift certificate.

3) One (1) Third Place Prize, consisting of a $1,000 money order or comparable gift certificate.
