An early design for the Harmon Library replacement would have removed a popular community garden. Artist Stacy Levy worked with the community and design team to make the garden an essential outdoor feature of the site renovation. She designed pathways to create comfortable, shaded connections between the library, Harmon Park, the garden and the community. The other public art enhancements included leaf-shaped benches, garden fencing, shade trees and artist-designed paths embedded with colorful glass. The paths lead to a community garden and a grassy amphitheater used by the Harmon Library as an outdoor classroom. 

The park was redesigned in partnership with the City of Phoenix Office of Arts and Culture, and Water Services, Library, and Parks and Recreation departments.​
