Haleigh Owens - Chief of Staff

Haleigh Owens, a proud Phoenix native, has dedicated her career to public service with a focus on improving government effectiveness. She holds both Bachelor’s and Master’s Degrees in Social Work from Arizona State University, which have fueled her dedication to addressing community needs through thoughtful policy and advocacy efforts.
 
In her previous roles, Haleigh made impactful contributions to identify community solutions for homelessness at the Maricopa Association of Governments. As a Constituent Affairs Representative for a US Senator, she focused on navigating bureaucratic challenges to effectively resolve issues for Arizona residents.
 
Outside of work, Haleigh enjoys spending quality time with her family, following sporting events, and exploring new local coffee spots.​

Adam Grant - Council Research Analyst

Adam comes to Vice Mayor Debra Stark's office from the City of Phoenix Clerk's Office where he was tasked with citywide record destruction and retention, as well as aiding with City elections. Previous to this role, he worked in current Councilman Jim Waring's office as an aide. Adam came to Arizona from Washington State to pursue an athletic scholarship for football at the University of Arizona and has since graduated from Belhaven University with a master's in business administration. In his free time, Adam enjoys golfing, trying new restaurants, and attending athletic events.

Amber Guevara - Council Research Analyst

Amber Guevara is a graduate of Arizona State University where she earned a master's in public administration. She also attended school at the University of North Texas where she studied psychology. She is a proud daughter of Salvadoran immigrants, and she loves spending time with her family. Amber is passionate about public service and believes it is important to be involved in your community. Her hobbies include cooking, traveling the world, and riding her bike around the neighborhood. As the newest member of the team, she is excited to be part of the District 3 family. ​
