The Goals Compliance Section monitors the participation of Small Business Enterprises (SBEs) in city-funded construction subcontracting opportunities as well as participation by Disadvantaged Business Enterprises (DBEs) in federally funded contracting opportunities.
The section is involved in all phases of construction-related projects: goal setting, bid verification, post-award compliance and project completion reporting.
Services include:
Mediating and resolving program-related issues that concern prime contractors and subcontractors
- Conducting onsite inspections of construction sites to ensure prime contractors and subcontractors are adhering to the terms of the executed contracts
- Monitoring good faith efforts by prime contractors and subcontractors in meeting all program requirements throughout the term of the contract
- Imposing sanctions for noncompliance and/or failing to act in good faith in meeting program requirements
The Goals Compliance Section oversees the federal DBE Program, working with the Aviation, Public Transit, Public Works and Street Transportation departments to ensure equal opportunity for DBE-certified prime contractors and subcontractors on city projects related to highway, transit and airport programs.
