​The purpose of the Policy Council is to create a body for shared governance through which Head Start and Early Head Start parents can participate in policy-making decisions about the program. The Policy Council serves as a link to the Parent Committees, Grantee and communities they serve. The Policy Council advises and assists the Phoenix City Council Subcommittee and the Human Services Department (HSD) in initiating, developing and sustaining policies, programs and services to meet the needs of children.

Policy Council meetings are held on the second Monday of each month.
