The city of Phoenix Housing Department is celebrating the groundbreaking of Monroe Gardens Apartments to replace the obsolete A.L. Krohn East public housing complex built in the 1960s.

“The new Monroe Gardens Apartments turned 38 units of obsolete public housing into 78 units of modern, energy efficient, affordable units,” said Mayor Gallego. “There is no doubt that Phoenix needs more affordable housing to meet the needs of our fast-growing community. These units bring Phoenix one step closer to that goal while also helping to spur greater investment in the surrounding area.”

The redevelopment of A.L. Krohn East in the Edison-Eastlake community will benefit the residents, the neighborhood, and the city by eliminating blighted housing and replacing it with safe, new, affordable housing, helping local businesses, and assisting in spurring investment in the neighborhood.

“Phoenix residents deserve housing options, regardless of their income,” said Councilme mber Carlos Garcia. “The groundbreaking of Monroe Gardens is a positive step towards providing all residents an affordable, safe and comfortable place to live.”

The new Monroe Gardens Apartments will consist of five buildings, with one-to five-bedroom units, and will be equipped with a new playground and community space. Built by co-developer Gorman & Company, the new affordable housing property is scheduled to open in late 2020.

Through the U.S. Department of Housing and Urban Development’s Rental Assistance Demonstration (RAD) program the city can redevelop public housing, increase the number of affordable housing units, improve neighborhoods and pursue other financing sources to better maintain its affordable housing stock.

Under the RAD program, residents continue to pay 30 percent of their income for rent and maintain the same basic rights as they possess in the public housing program.
