Neighborhood Specialists serve as liaisons between the City, nonprofit agencies, private companies and neighborhood groups, and are instrumental in increasing neighborhood engagement to improve the community.

The map below depicts Phoenix's eight council districts and the Neighborhood Specialists assigned to each. To learn more about services, programs, events, and civic participation in your neighborhood, and to simplify neighborhood coordination, support and development, please click on your Council District on the map for your Specialist's contact information. NSD also has two additional Neighborhood Specialists who have been supporting neighborhood groups in underserved communities with their long-term projects and plans.

 Rosario Espinoza continues to collaborate with Arizona State University's Watts College on its Maryvale One Square Mile Initiative. Additionally, she provides technical support to neighborhood groups in the village of Maryvale that have been offered grant funding and assists them in their ongoing collaborative projects. Rosie's passion is connecting high-school aged, future neighborhood leaders with local government and institutions to help them understand current concerns of their community and learn the best way to advocate for their neighborhoods' needs. ​

 Fernando Felix is actively working with neighborhood and business groups in Central City to revitalize and re-brand areas previously known for its homeless population. He also serves in an advisory council that provides guidance on housing, safety and economic growth in the South Phoenix area.
