Update as of March 25, 2021

The Parks and Recreation Board approved a smoke-free policy for the City of Phoenix parks system. The policy prohibits the use of tobacco products on all city park property and areas outside of community/recreation centers. The policy will be incorporated into the Code of Conduct.

Exceptions to the policy include allowing designated smoking areas at special events on park property and in special event venues/spring training facilities, as well as continuing to allow smoking at city golf courses provided the rules to do so 20 feet from buildings or doorways are followed.

As with other park rules, Parks and Recreation Department staff will lead with education to ensure park users are in compliance.

Update as of March 22, 2021

Consistent with Parks and Recreation Board direction, staff is continuing to implement the Code of Conduct. For the first 60 days, staff conducted strictly education about the new behavioral expectations in the Code of Conduct. Staff is continuing to lead with education when contacting park guests about the Code of Conduct, and the trespass policy contained in the Code of Conduct is now in effect as well. Staff has been providing monthly updates to the Parks and Recreation Board, which meets on the fourth Thursday of each month at 5 p.m. (these meetings are currently being held virtually via the WebEx app).

Update as of January 4, 2021

Consistent with Parks and Recreation Board direction, staff is moving forward with implementation of the Code of Conduct. At the present time, Parks and Recreation staff at all levels is being trained on the Code of Conduct and the new behavioral expectations for parks and park facilities. Signage is also being finalized and ordered.

Over a period of 60 days, staff will be conducting public outreach to inform the community and park users about the Code of Conduct before the trespass policy of the Code of Conduct goes into effect. During this time, laws and park rules will continue to be enforced, but trespass notices will not be issued for the new behavioral expectations in the Code of Conduct.

Beginning this month, monthly written reports will be provided to the Parks and Recreation Board, which meets on the fourth Thursday of each month at 5 p.m. (these meetings are currently being held virtually via the WebEx app). The monthly reports are available at the top of this webpage.

Update as of October 22, 2020

Staff presented an update to the Parks and Recreation Board regarding the status of implementing the Code of Conduct (Behavior Policy), which the Board approved during its October 25, 2019 meeting.

During the meeting, staff updated the Parks and Recreation Board on its intent to move forward with the implementation process for the Code of Conduct in early 2021, including training Parks and Recreation staff, conducting public outreach to educate the community, designing and installing new signage and developing an IT solution for tracking trespass notices.

Update as of October 25, 2019

The Parks and Recreation Board approved the Behavior Policy (Code of Conduct) during its Thursday, Oct. 24 public meeting. Community outreach and education about the new policy will begin in the coming months prior to full implementation. Additionally, the Behavior Policy will be an information only item on the Wednesday, Nov. 20 City Council Land Use and Livability Subcommittee meeting agenda. The meeting will be held at 10 a.m. in Phoenix City Hall, 1st Floor Atrium, Assembly Rooms A, B and C, 200 W. Washington St.

Update as of December 14, 2018

​The Parks and Recreation Department is in the process of creating a Code of Conduct Policy to govern city parks and facilities. The policy will address behaviors that violate park rules, and city and state regulations. It also will ensure that parks and facilities are safe and accessible to the public.

During the month of January 2019, the Parks and Recreation Department will host a series of public meetings to have dialogue with the community and gather feedback that will be used when developing the Code of Conduct Policy. At these meetings, residents will be able to interact with representatives from the city's Parks and Recreation, Neighborhood Services, Human Services, Law and Police departments.
