Project Overview:

In 2021, the City of Phoenix was awarded a federal grant to engage the community and support local businesses within the Capitol and I-10 West Study Areas. The product of this grant will be two living documents (one for the Capitol Study Area and one for the I-10 West Study Area). These plans will be created with the local community and implemented with the local community. These planning initiatives will act in concert with future business assistance programs deployed by Valley Metro to help local businesses during the construction of the light rail extension. 

The Capitol Extension TOC Study Area is defined broadly by 7th Avenue on the east, I-17 on the west, I-10 on the north, and railroad on the south. The I-10 West Extension TOD District has its own website which can be found here: https://www.phoenix.gov/pdd/tod/I-10w

The City of Phoenix - in collaboration with project partners, commu​nity stakeholders, and the Mayor and Council - will develop a TOC policy plan specific to the Capitol Extension TOC Study Area. This plan will serve to attract, guide, and prioritize strategic investments in infrastructure, housing, economic development, transportation, and other areas to realize a shared community vision for the future of the area. The policy plan will be developed through three phases of planning:

  • PHASE 1 –  WHO WE ARE (CURRENT STATE ASSESSMENT)
  • PHASE 2 – WHAT WE WANT (VISION FOR THE FUTURE)
  • PHASE 3 – HOW WE GET THERE (IMPLEMENTATION PLAN​
